Activists have not only filed a petition but are also mobilising people from districts to do the same and have set a target of 200 RTI applications that they would mobilise. Ten RTI petitions have already been filed from Warangal alone. “We want them to share the contents of the committee recommendations with us before politicians get to look at it,” said Rakesh Reddy Dubbudu, activist, who filed his application under the special clause listed under Section 7(1) of the RTI Act. According to the listed clause, any information which has the potential to affect lives and liberty of people at large, must be provided within 48 hours of the receipt of the request petition.

“The committee recommendations definitely concerns the life and liberty of the masses who have been actively involved in the movement. Therefore we, as citizens of the country, are better suited to get a copy of the submitted recommendations ahead of the politicians,” said Dubbudu. If the activists do get a response to their petition in 48 hours (by Monday), they plan to circulate the content among the masses.

Filed with an objective to put to rest the speculations about the formation of a new state as is currently doing the rounds, this application can however be turned down by the PIO if he so decides. “If he thinks that this information does not hold enough ground, then it can be turned down, but the onus is on him to prove the same,” said another RTI activist. Activists are hoping that the ministry’s office will follow the RTI Act in letter and spirit and thereby furnish information under this special clause. Further, they argue that since the committee has worked with public money, it is then justified that people know what the contents of the report are.

RTI activists have also asked non-resident Indians to file similar applications in the Indian embassies located in their respective countries.

1. To examine the situation in the State of Andhra Pradesh with reference to the demand for a separate State of Telangana as well as the demand for maintaining the present status of a united Andhra Pradesh.
2. To review the developments in the State since its formation and their impact on the progress and development of the different regions of the State.
3. To examine the impact of the recent developments in the State on the different sections of the people such as women, children, students, minorities, other backward classes, scheduled castes and scheduled tribes.

… Meanwhile Laik Ali was pressing that the Hyderabad issue should be taken to the United Nations Organization. On 17 August, he wrote to Nehru that Hyderabad had decided to solicit the good offices of the United Nations Organization in order that the dispute between Hyderabad and India might be resolved and a peaceful and enduring settlement arrived at.

The Indian Government did not agree that Hyderabad had any right in international law to seek the intervention of the United Nations Organization or any other outside body for the settlement of the issue. And that as the Government of India regarded the Indo-Hyderabad dispute as a purely domestic one, they did not recognize the Nizam’s claim to invoke the good offices of the United Nations in that connation.

‘ఐతరేయ బ్రాహ్మణంలో ఆంధ్రప్రదేశ్‌ జాతి ప్రస్తావన ఉంది’ ‘ఆంధ్రప్రదేశ్‌ పేరుతో సహా చరిత్ర మూడు వేల సంవత్సరాల నాటి ది’ అంటూ ‘ఆ చరిత్ర తెలియని కుహనావాదులు, అజ్ఞానులు, అమాయకులు, ‘ఆంధ్రప్రదేశ్‌’ నిన్న, మొన్నటిదనుకొని జాతి వ్యతిరేక చర్యలకు ఉపక్రమించడం చరిత్రను కించపరచడమే’నని రాసిన లగడపాటి కి తెలుగు (పోని ఆంధ్ర) భాష-అజంత (అచ్చుతో ముగిసే) భాష అని కూడా తెలిసినట్టు లేదు. తెలుగులో ప్రదేశం అని ఉంటుంది గాని ప్రదేశ్‌ అనేది హిందీ మాట అని కూడా తెలిసినట్టులేదు.

ఆంధ్రుల చరిత్ర రాసిన ఆదిరాజు వీరభద్రరావు ‘మొదలు ఇది తెలంగాణమే’ అని ప్రారంభిస్తారు. తెలుగు వారికి ఆణెము-నివాసం అనే అర్థంలో, తెలుగునాడు, తెలుగుసీమ, తెలుగుదేశం, ఆంధ్ర, విశాలాంధ్ర-శబ్దాలు తెలుగు వారికి శబ్దాలవుతాయి గానీ, ఆంధ్రప్రదేశ్‌ తెలుగు శబ్దం కాదు. కమ్యూనిస్టులు విశాలాంధ్ర కోరారు కనుక అది ఇవ్వడం ఇష్టంలేక, ప్రాచీనమైన తెలంగాణ పేరు పెడితే ఆంధ్ర శబ్దంతో రూఢ్యర్థం ఏర్పడిన కోస్తా ఆంధ్రవాదుల భావాలు తృప్తిపడవని’ 56లో జవహర్‌లాల్‌ నెహ్రూ పెట్టిన పేరు ఆంధ్రప్రదేశ్‌. 1956 నవంబర్‌ 1 కన్న ముందు ఏ ప్రాంతం నుంచి వచ్చిన తెలుగు జాతి చరిత్రలోనైనా ఆంధ్రప్రదేశ్‌ అనే పద బంధం ఉన్నదేమో చూపమని నేను లగడపాటి ని ‘అమాయకం’గానే అడుగుతున్నాను.

చూపలేకపోతే ఆయన వాడిన మిగతా రెండు విశేషణాలు అయనకే చక్కగా సరిపోతాయి. నాలుగున్నర శతాబ్దాల శాతవాహనుల పాలన ఇప్పటి కరీంనగర్‌ జిల్లాలోని కోటిలింగాల, ఎలగందులతో గోదావరి తీరంలో ప్రారంభమైందని గానీ, బుద్ధుడు వింధ్యాచలాలు దాటి మొదట ఆ ప్రాంతాలకు వచ్చాడని గాని లగడపాటి ఉద్దేశపూర్వకంగానే విస్మరించారు. ఆదిరాజు వీరభద్రరావు మాత్రమే కాదు అక్కిరాజు ఉమాకాంతం, తిరుమల రామచంద్ర వంటి పండితులు కూడా తెలుగు ప్రజలు నివసించే ప్రాంతాన్ని తెలంగాణమనే పిలిచారు.

అక్కిరాజు ఉమాకాంత పండితులు 90 ఏళ్ల నాడే మద్రాసులోని తిరువక్కేణిలో ‘తెలంగాణ లిటరేచర్‌ అసోసియేషన్‌’ అని పెట్టారు. సమస్యల్లా ఈ మూడువేల సంవత్సరాల గర్వించదగిన తెలుగుజాతి చరిత్రలో తెలంగాణదే కేంద్రస్థానమైన రాజకీయార్థిక, సాంస్కృతిక చరిత్ర అనే విషయాన్ని గత యాభై మూడేళ్లలో లగడపాటి వంటి నేపథ్యం నుంచి వచ్చినవాళ్లు ఎన్నడైనా గుర్తించారా? శాతవాహనులు మొదట కరీంనగర్‌ను, కాకతీయులను వరంగల్‌, కుతుబ్‌షాహీలు గోల్కొండను, ఆసఫ్‌జాహీలు హైదరాబాద్‌ ను రాజధానిగా చేసుకొని పాలిస్తే, గత యాభైమూడేళ్లుగా మళ్లీ హైదరాబాద్‌ ఆంధ్రప్రదేశ్‌కు రాజధానిగా ఉంటే ఇంత సుదీర్ఘకాలం తెలుగురాజ్యంలో కేంద్రస్థానంలో ఉన్న తెలంగాణ ప్రజలు- రెండవ రకం పౌరులుగా ఎందుకు వివక్షకు గురయ్యారో ఆయనే చెప్పాలి.

విజ్ఞతతో రాగద్వేషాలకు అతీతంగా చరిత్ర అధ్యయనం చేస్తే కేవలం విదేశీయుల దుష్టపన్నాగాల, చరిత్రాత్మక తప్పిదాల వల్ల మాత్రమే తెలుగుజాతి, ఆంధ్రప్రదేశ్‌ తాత్కాలిక అశాస్త్రీయ, అజ్ఞాన, అనైక్యతకు గురైందని తెలుస్తుంది. కాని ఆంధ్రప్రదేశ్‌- తెలుగు ప్రజ విభజించకూడని, విభజించలేని, విభజన కుదరని శతాబ్దాల చరిత్ర కలిగినది.

తెలుగు మాట్లాడే ప్రజల సంక్షిప్త చరిత్రను ఇక్కడ ప్రస్తావించడం సందర్భ రహితం కాదు. మూడువేల సంవత్సరాల క్రితమే ఐతరేయ బ్రాహ్మణంలో ఆంధ్రప్రదేశ్‌ జాతి ప్రస్తావన ఉంది.క్రీస్తు పూర్వం మూడవ శతా బ్దం నుంచి వారి సామ్రాజ్యం ఈనాటి ఆంధ్రప్రదేశ్‌ ప్రాంతాలన్నింటినీ కలుపుకొని భారతదేశంలోని అధికభాగానికి విస్తరించి ఉంది. క్రీస్తుపూర్వం మూడవ శతాబ్దం నుంచి ప్రారంభమైన ఆంధ్ర శాతవాహనుల పాలన నాలుగున్నర శతాబ్దాల పాటు సాగింది. ఇది మౌర్యరాజుల కాలంతో పోల్చితే అత్యున్నత స్థాయిలో అభివృద్ధి చెందిన పరిపాలన అని కౌటిల్యుడు తన రచనలలో వివరించాడు. ఆ తరువాత వచ్చిన ఇక్ష్వాకులు కృష్ణా, గోదావరి పరివాహక లోయ ప్రాంతాలను విజయపురి రాజధానిగా- ఇప్పటి నాగార్జునసాగర్‌ ప్రాంతాన్ని పరిపాలించారు.

అంతర్జాతీయ విశ్వవిద్యాలయం ఇక్కడ ఉన్నట్టు చరిత్ర చెబుతోంది. ఆ తరువాత చాళుక్యులు పాలించారు. వారి తరువాత కాకతీయులు 12వ శతాబ్దంలో ఆంధ్ర నగరిగా ప్రసిద్ధి చెందిన వరంగల్‌ రాజధానిగా తమ సామ్రాజ్యాన్ని నెల్లూరు, కడప వరకు విస్తరించి రెండు శతాబ్దాలు పరిపాలించారు. స్వర్ణయుగంతో పోల్చదగిన కాకతీయుల పాలనలో చిత్రకళ, స్థూపవిద్య, భవన నిర్మా ణ వైభవం వెల్లివిరిసింది. రామప్ప సరస్సు, లబానవరం సరస్సు వంటి నిర్మాణాలు చేపట్టారు. సాగునీటి సౌకర్యా ల వల్ల పటిష్టమైన ఆర్థిక విధానానికి శ్రీకారం చుట్టారు. ఢిల్లీ సుల్తానుల వల్ల కాకతీయ సామ్రాజ్యం పతనమైంది. బహుమనీ, విజయనగర సామ్రాజ్యాల పతనంతో గోల్కొండకు చెందిన కుతుబ్‌ షాహీ సుల్తానులు అధికారాన్ని హస్తగతం చేసుకున్నారు.

సుల్తానులు తమ పాలన లో శ్రీకాకుళం నుంచి గోల్కొండ వరకు తెలుగు మాట్లా డే ప్రాంతాలను అన్నింటినీ ఏకం చేశారు. అసఫ్‌జాహీ అధికారంలో కూడా తెలుగు ప్రాంతాలు అన్నీ ఒకే పరిపాలన కింద ఉన్నాయి. విదేశీ శక్తుల ఆధిపత్యం నెలకొన్న తరువాత మాత్రమే తెలుగు మాట్లాడే ప్రజల ఐక్యత విచ్ఛిన్నానికి బీజాలు పడ్డాయి. 17వ శతాబ్ద ప్రారంభంలో ఉత్తర సర్కారు శ్రీకాకుళం నుంచి దిగువన కృష్ణానది ప్రాంతాన్ని ఫ్రెంచ్‌ సైన్యాల నిర్వహణ ఖర్చుల భారానికి పరిహారంగా సాలార్‌ జంగ్‌ ఫ్రెంచివారికి ధారాదత్తం చేశారు.

మూడవ కర్ణాటక యుద్ధం అనంతరం అధికారం, వాణిజ్యం బలాబలాలు ఆంగ్లేయుల కు అనుకూలంగా మారాయి. దీంతో ఉత్తర సర్కారును 1761లో ఫ్రెంచి ఆధిపత్యం నుంచి ఆంగ్లేయుల ఆధిపత్యానికి మార్చుకుంటూ రాబర్ట్‌ క్లైవ్‌ కలిపేసుకున్నాడు. 1799లో టిప్పుసుల్తాన్‌ పతనం ఫలితంగా బళ్ళారి, కర్నూలు, అనంతపురం, కడప (చిత్తూరుతో కలిపి) హైదరాబాద్‌ నిజాం రాజ్యంలో భాగమయ్యాయి. సీడెడ్‌ ప్రాంతాన్ని 1800 సంవత్సరంలో ఫోర్టు సెంట్‌ జార్జి బ్రిటీష్‌ ప్రభుత్వానికి అప్పగించారు.

ఆనాటికి కర్ణాటకలో భాగంగా గల నెల్లూరు 1901లో ప్రిన్స్‌ ఆరెంటు మనోవర్తి భాగంగా మద్రాసు ప్రెసిడెన్సీలో కలిసింది. అలా చరిత్రాత్మక ప్రమాదాల ద్వారా మాత్రమే విదేశీపాలనలోనే తెలుగు ప్రజలు అశాస్త్రీయ విభజనకు గురయ్యారనేది తిరుగులేని సత్యం. ఆంధ్రప్రదేశ్‌ చరిత్ర మూడు వేల సంవత్సరాల నాటిది. ఆంధ్రప్రదేశ్‌ పేరుతో సహా చరిత్ర మూడు వేల సంవత్సరాల నాటిది. ఆ చరిత్ర తెలియని కుహనావాదులు, అజ్ఞానులు, అమాయకులు. ‘ఆంధ్రప్రదేశ్‌’ నిన్న, మొన్నటిదనుకొని జాతి వ్యతిరేక చర్యలకు ఉపక్రమించడం చరిత్రను కించపరచడమే.

ఆంధ్ర ప్రదేశ్‌ చరిత్ర మూడు వేల ఏళ్ల నాటిది

మూడు వేల సంవత్సరాల క్రితం రచించిన ‘ ఐతరేయ బ్రాహ్మణం’లో ఆంధ్రప్రదేశ్‌ జాతి ఉనికి ప్రస్తావించారు. క్రీస్తుకు ముందు మూడవ శతాబ్దానికే సామ్రాజ్యం ఈనాటి ఆంధ్రప్రదేశ్‌ భాగాలను అన్నీ కలుపుకొని భారతదేశంలో అధిక భాగపాలన జరిగింది. నాలుగున్నర దశాబ్దాల కాలం మౌర్యరాజుల స్థాయిలో సరితూగే అత్యున్నత అభివృద్ధి పాలనను ఆంధ్ర శాతవాహనులు అందించారు. ఇది కౌటిల్యుని రచనలలో స్పష్టం గా గమనించవచ్చు. తరువాత ఇక్ష్వాకుల వంశీయుల పాలన విజయపురి రాజధానిగా చారిత్రాత్మకంగా జరిగింది.

బౌద్ధ మహాయానం మూడు పువ్వులు- ఆరు కాయలుగా విరజిల్లిన కాలం ఇదే. 12వ శతాబ్దంలో కాకతీయుల పాలన వరంగల్లు రాజధానిగా నెల్లూరు, కడప వరకు సాగింది. ఈ సామ్రాజ్య పతనం అనంతరం గోల్కొండ సుల్తాన్లు శ్రీకాకుళం నుంచి గోల్కొండ వరకు తెలుగు మాట్లాడే ప్రజల ప్రాంతాలన్నింటినీ సమర్థంగా పరిపాలించారు. అసఫ్‌ జాహీ అధికారంలో కూడా తెలుగు ప్రజ ఐక్యంగా ఉన్నా రు. టిప్పు సుల్తాన్‌ పతనానంతరం కూడా బళ్ళారి, కర్నూలు, అనంతపూర్‌, కడప (చిత్తూరు) కలిపి హైదరాబాద్‌ నిజాంకు కలిసింది.

ఇంకా విజ్ఞతతో రాగద్వేషాలకు అతీతంగా చరిత్ర అధ్యయనం చేస్తే కేవలం విదేశీయుల దుష్టపన్నాగాల, చారిత్రాత్మక తప్పిదాల వల్ల మాత్రమే తెలుగుజాతి, ఆంధ్రప్రదేశ్‌ తాత్కాలిక అశాస్త్రీయ, అజ్ఞాన, అనైక్యతకు గురైందని తెలుస్తుంది. కాని ఆంధ్రప్రదేశ్‌- తెలుగు ప్రజ విభజించకూడని, విభజించలేని విభజన కుదరని శతాబ్దాల చరిత్ర కలిగినది. ఈ నేపథ్యంలో మానవమాత్రులందరూ ఆంధ్రప్రదేశ్‌ సంరక్షణ, పరిరక్షణకు సర్వశక్తులు వొడ్డి కాపాడుకోవాల్సిన చారిత్రాత్మక సమయమిది. ఇక్కడ ఇప్పుడు ఏమాత్రం ఏమరుపాటులో తప్పటడుగు వేసినా భావితరాల ముందు నేటి రాజకీయ పాలనా ప్రతినిధులుగా, శాశ్వత ద్రోహులుగా శిక్ష అనుభవించక తప్పదు
