సెన్సార్‌ చిక్కులు మిమ్మల్ని చాలా ఇబ్బందిపెట్టినట్లున్నాయి?
ఇలాంటి చిక్కులు ఎదురైతే ఇబ్బంది తప్పదు కదా. ఈ విషయంలో నేను తెలంగాణ ప్రజలకు కృతజ్ఞతలు చెప్పాలి. ఇది మా సినిమా అంటూ ప్రతి ఒక్కరూ ముందుకొచ్చారు. ఆందోళనలు నిర్వహించి మద్దతుగా నిలిచారు. వారి పోరాటం ఫలితంగానే ఈ సినిమా ప్రేక్షకుల ముందుకొస్తోంది.

సెన్సార్‌వాళ్లు కొన్ని సన్నివేశాలకు కత్తెర వేశారట. దాని ప్రభావం సినిమాపై ఏ మేరకు ఉంటుంది?
కొన్ని సన్నివేశాలపై అభ్యంతరాలు లేవనెత్తారు. కొన్నింటిని తొలగించాలని అడిగారు. దానికి మేం ఒప్పుకోవడంతో సమస్య పరిష్కారమైంది. సినిమాపై వాటి ప్రభావం ఉండదు.

కేవలం పోరాటాన్ని మాత్రమే తెరపై చూపిస్తున్నారా?
సామాజిక బాధ్యతతో కూడిన ఉద్యమ నేపథ్యంతో రూపుదిద్దుకొన్న చిత్రమిది. అయితే ఇందులో కుటుంబం, ప్రేమ, త్యాగం, జ్ఞానం, యుద్ధం… ఇలా అన్నీ ఉంటాయి. తెలంగాణ సంస్కృతి, సంప్రదాయాలు, కళలు, కులవృత్తులు… ఇలా పలు సామాజిక అంశాలకూ సినిమాలో ప్రాధాన్యం ఉంది.

తెలంగాణ ఉద్యమానికున్న చరిత్ర సుదీర్ఘమైనది. ఇందులో ఏయే అంశాలను స్పృశించారు?
మనకు స్వాతంత్య్రం వచ్చినప్పటి నుంచి నేటి వరకు జరిగిన, జరుగుతున్న ఉద్యమాన్ని ఈ చిత్రంలో చూడొచ్చు. అయితే 1948 నుంచి 2009 వరకు జరిగిన పోరాటం పదిశాతం ఉంటే, 2009 నుంచి నేటి వరకు జరిగిన ఉద్యమాన్ని యధార్థంగా చూపే ప్రయత్నం చేశాం.

మూడు ప్రాంతాలనీ ప్రభావితం చేస్తున్న సున్నితమైన అంశమిది. మిగిలిన ప్రాంతాల వారికీ మీ కథాంశం నచ్చుతుందా?
ఇది ప్రజలను గాయపరిచే చిత్రం ఎంతమాత్రం కాదు. వాళ్లను మభ్యపెట్టి దోచుకొంటున్న నాయకులే ఇందులో విలన్‌లు. ఆంధ్ర, తెలంగాణ, రాయలసీమ… ఇలా ప్రాంతాలు ఏవైనా అక్కడి ప్రజలకు కళారూపంలో ఒక సమాచారాన్ని ఇచ్చే ప్రయత్నం చేశాం.

జగపతిబాబును కథానాయకుడిగా ఎంచుకోవడానికి కారణమేమిటి?
పోరుబాటలో పయనించి అమరుడయ్యే ఒక ఉద్యమకారుడి పాత్ర ఆయనది. ఆ పాత్రకి జగపతిబాబు అయితేనే న్యాయం చేస్తారనిపించింది. కథ వివరించగానే ఆయన ఒప్పుకొన్నారు. కవికి, కళాకారుడికి కుల, మత, ప్రాంత బేధాలుండవని నిరూపించారు.

తెలంగాణ పోరులో ఎంతోమంది అమరులయ్యారు. జగపతిబాబు పోషించిన పాత్రకు స్ఫూర్తి ఎవరు?
బందగి గోపన్న అనే పాత్రలో జగపతిబాబు నటించారు. తెలంగాణ పోరాటానికి గుర్తుగా ఒక తండ్రి తన కొడుక్కి పెట్టుకొన్న పేరు అది. బందగి అంటే ఒక ముస్లిమ్‌, గోపన్న హిందువు. ముఖ్యంగా కులమత బేధాలు లేని చరిత్ర తెలంగాణ పోరాటానిది. అదే విషయాన్ని ఆ పాత్ర ద్వారా చెప్పే ప్రయత్నం చేశాం.

కథలో పోరాటంతోపాటు, ప్రేమ కూడా ఉందన్నారు. సినిమాకి వాణిజ్య విలువలు అద్దే ప్రయత్నమా?
నేటి తరానికి అద్దం పట్టే కథ అది. దాన్ని కూడా ఉద్యమంలో భాగంగానే చూపించాం. చదువు, కెరీర్‌, ప్రేమ… ఇలా ఎవరికి వారు వ్యక్తిగత జీవితాలతో ముందుకెళుతున్న తరుణంలోనూ పోరాటంలో భాగస్వాములైన వైనాన్ని సినిమాలో చూపించాం.

కేసీఆర్‌తో పాట రాయించాలన్న ఆలోచన ఎలా వచ్చింది?
ఆయన రాసిన గారడి చేస్తుండ్రు.. అనే పాట శ్రోతలకి నచ్చింది. ధూం ధాం కార్యక్రమంలో భాగంగా కేసీఆర్‌ కొన్ని పాటలు రాశారు. అవి విన్నాక… ఆయనతో ఓ పాట రాయించుకోవాలనే ఆలోచన కలిగింది.

తెలంగాణ సాయుధ పోరాటంపై సినిమా తీయాలన్నది నా చిరకాల కోరిక. అది నా మనస్సులో అలాగే వుండిపోయింది. పది సంవత్సరాల క్రితం దానిని సెట్స్‌మీదికి తీసుకురావాలని బలంగా అనుకున్నాను. అదే నేపథ్యంతో స్క్రిప్ట్ సిద్ధం చేసుకునే ప్రయత్నాలు మొదలుపెట్టాను. కొన్నాళ్లకు స్క్రిప్ట్ వర్క్ కూడా పూర్తయ్యింది. పెద్ద బేనర్ ఒకటి అనుకున్నాను. దాంతో పాటు ఒక ప్రముఖ హీరోను ఊహించుకున్నాను. కారణాలేవైనా తెలంగాణ సాయుధ పోరాటం సెట్స్ మీదకు వెళ్లలేదు. డిసెంబరు 29న చౌటుప్పల్‌లో జరిగిన శ్రీకాంతాచారి సంస్మరణసభకు వెళ్లినపుడు నడుస్తున్న తెలంగాణ చరిత్ర ఆధారంగా సినిమా తీయాలనిపించింది. ఆ క్షణంలోనే జై బోలో తెలంగాణ సినిమా మనసులో రూపుదిద్దుకుంది. ప్రకటన చేశానే కానీ ఆ తరువాత సినిమా పరిశ్రమలోకి నడచివచ్చిన దారి గుర్తొచ్చింది. ఆలోచనల్లో పడ్డాను.

మాది నల్గొండజిల్లా చిరుమర్తి గ్రామం. ఇంట్లో మధ్యతరగతి వాసనలు. చదువు అంతంత మాత్రం. రెగ్యులర్ చదువుకంటే సాహిత్యపుస్తకాలపై ఆసక్తి వుండేది. పాలిటెక్నిక్ మధ్యలో ఆపేశాను. నటుడు, దర్శకుడు ప్రభాకర్‌రెడ్డిది మా పక్క ఊరే. బతుకమ్మ, సంక్రాంతి పండగల సమయంలో ఆయన కనిపిస్తుండేవారు. కొంతమంది దగ్గర ప్రభాకర్ రెడ్డి గురించి విన్నాను. సినిమాల గురించి నా ఆసక్తి ఆయనకు చెప్పాను. 1984లో హైదరాబాద్ వచ్చేశాను. ప్రభాకర్ రెడ్డి దగ్గర అసిస్టెంట్‌గా చేరాను. దాదాపు పదమూడు సంవత్సరాలు అసిస్టెంట్ డైరెక్టర్‌గా పనిచేశాను.

ప్రభాకర్‌రెడ్డి తరువాత బి. భాస్కరరావు, ఇ.వి.వి సత్యనారాయణ, ఎ.కోదండరామిరెడ్డి, కృష్ణారెడ్డిల వద్ద పని చేశాక 1997లో ఎన్‌కౌంటర్ సినిమాతో దర్శకుడినయ్యాను. సాధారణంగా తొలిసినిమాలో ఎవరూ రిస్కు చేయరు. ప్రేమ, కామెడీ, ఎంటర్‌టైన్‌మెంట్ ట్రాక్‌లెంచుకుంటారు. కానీ నేను పెరిగిన పరిస్థితులు, మధ్యతరగతి బతుకుల్లోని కష్టాలు, బాధలు, కన్నీళ్లు, ఆశలు వీటన్నిటితో ఎన్‌కౌంటర్ తీశాను. దానికి పేరొచ్చింది. ఆ తరువాత వరుసగా ఆఫర్లు వచ్చాయి. శ్రీరాములయ్య, యమజాతకుడు, జయంమనదేరా, భద్రాచలం, ఆయుధం, రామ్ వరకు సినిమాలు చేసుకుంటూ వెళ్లాను. మధ్యలో ఒక కన్నడ సినిమా చేశాను. నా సినిమాల్లో కొత్తవారిని పరిచయం చేశాను.

అలా నేను పరిచయం చేసిన పాటల రచయితలే దాదాపు 15 నుంచి 20 మంది వరకు వున్నారు. ఇలాంటి పరిస్థితిలో లైఫ్ వెరీ కూల్. పేరుంది,క్రియేటివిటీ వుంది. కొత్త టెక్నాలజీని అప్‌డేట్ చేసుకునే శక్తి వుంది. ఎంటర్‌టైన్‌మెంట్స్‌తో ముందుకెళ్లవచ్చు. సక్సెస్ రేటు మరింత పెంచుకోవచ్చు. కానీ నేను పుట్టిపెరిగిన తెలంగాణ నెత్తురోడుతున్న పరిస్థితులు నన్ను నిలువనీయలేదు. బహుశా లోలోపల ఇంకిపోయిన ఆ ఆవేదనే నాతో జై బోలో తెలంగాణ ప్రకటన చేయించింది.

కళాకారునిగా నా తెలంగాణ ఉద్యమానికి ఏదో ఒకటి చేయాలి అనుకున్నాను. కాని ఆ నిర్ణయంతో మొత్తం సినిమా జీవితాన్ని త్యాగం చేస్తున్నట్టే అనిపించింది. నిర్మాతలెవరూ ముందుకు రాలేదు. ఏవో తిప్పలుపడి నేనే తీసినా సినిమా ఫెయిలైతే పరిస్థితి ఎలా వుంటుందో? ఊహించడమే కష్టం. సినిమాకు తెలంగాణ పేరు పెట్టుకున్నాను కాబట్టి మిగతావారు చాన్స్‌లు ఇవ్వకపోవచ్చు.

వాళ్ల కారణాలు వాళ్లకుంటాయి. ఎందుకంటే నాపై తెలంగాణ ముద్ర పడుతుంది. అవకాశం ఇవ్వాలంటే ఎన్నో లెక్కలు. ఇవన్నీ ఒక వైపు కంటి ముందు పరిస్థితులు మరోవైపు. గత ఏడాది డిసెంబరు తొమ్మిది తరువాత తెలంగాణలో ఒకరని కాదు, చేతివృత్తుల వాళ్లు, కులవృత్తుల వాళ్లు, సంఘాల వాళ్లు అందరూ జై తెలంగాణ అంటున్నారు. రోడ్లెక్కుతున్నారు. చివరకు బిచ్చగాళ్లు సైతం ఒక జె.ఎ.సిగా ఏర్పడి బ్యానర్లు పట్టుకున్నారు. ఇక విద్యార్థుల త్యాగాలు మాటల్లో చెప్పలేనివి. వీటన్నిటినీ గుండెతో విన్నాను. కళ్లారా చూశాను. అందుకే ఎన్ని కష్టాలు ఎదురైనా కళాకారునిగా నా బాధ్యత నిర్వర్తించాలనుకున్నాను. సర్వం ఒడ్డాను. జై బోలో తెలంగాణ సినిమా నిర్మించడానికి సిద్ధపడ్డాను.

కళకు మతం లేదు. కులం లేదు. ప్రాంతీయతత్వం అంతకంటే లేదు. ఇవన్నీ వుంటే ఈరోజు జై బోలో తెలంగాణ పాటలు సీమాంధ్ర లో వినిపించకపోవాలి. కానీ అక్కడ కూడా ఈ సినిమా ఆడియో పెద్ద సక్సెస్. సినిమాలో తొంభైశాతం నూతన నటీనటులు, పదిశాతం పాతనటులు -జై బోలో తెలంగాణ తొలినాటి లక్ష్యాల్లో ఇదీ ఒకటి. సినిమాలో ముఖ్య పాత్రకోసం ప్రముఖ నటుడిని పెట్టుకోవాలనీ, హీరో తల్లి పాత్రలో షబనాఆజ్మీ వంటి పేరున్న నటితో నటింపజేయాలనుకున్నాను. తొంభైశాతం కొత్తనటుల్లో డెభ్బైశాతం మంది తెలంగాణ ప్రాంతం వారు వున్నారు. మిగతా ఇరవై శాతం ఇతర ప్రాంత నటులున్నారు.

సినిమాల్లో అవకాశాల కోసం తిరిగే వారికి ప్రాధాన్యతనిచ్చాను. సినిమాలో వచ్చిన సాహిత్యమంతా తెలంగాణ ప్రాంతం వారు అందించినదే. ఈ సినిమాకు రాసిన వారు, పాడిన వారు అందరూ తెలంగాణ వారే. ఈ విషయంలో వాళ్లతోనే రాయించాలనీ, పాడించాలనీ రూలేమీ పెట్టుకోలేదు. అదే కాకతాళీయంగా జరిగింది. ముందే ప్రకటించినట్టు ముఖ్యపాత్రకోసం జగపతిబాబును ఎంచుకున్నాను. దీనికన్నా ముందు స్క్రిప్ట్ వర్క్ జరగాలి. కథ తయారు కావాలి. ఇలాంటి సినిమా నిర్మాణంలో అది చాలా పెద్ద పని. పకడ్బందీగా జరగాల్సిన పని.

శ్రీకృష్ణకమిటీ రిపోర్ట్ 2010 డిసెంబరులో వస్తుంది. ఇది ముందే తెలిసిన విషయం. అందువలన కమిటీ రిపోర్టుకు ముందే సినిమాను విడుదల చేయాలనుకున్నాను. స్క్రిప్ట్‌ను చాలా మందికి చెప్పాను. మార్చిలో షూటింగ్ మొదలుపెట్టాము. అప్పుడే సమస్యలు మొదలయ్యాయి. ఉద్యమం కొనసాగుతున్న దశలోనే దానికి సమాంతరంగా నిర్మితమైన అరుదైన సినిమా ఇది. అందువలన జరుగుతున్న పరిణామాలను విస్మరించలేని పరిస్థితి. ఇంకోవైపు వాటన్నిటినీ ఏకరువుపెడితే ఇదో డాక్యుమెంటరీ అయిపోతుంది. ఈ రెండింటికి మధ్యస్థంగా ఉండాలనుకున్నాను.

దీంతో షూటింగ్ జరుగుతున్నంతకాలం స్క్రిప్ట్‌ను మార్చుకుంటూనే, ఎప్పటికప్పుడు ఫ్రెష్‌నెస్ తీసుకురావడానికి ప్రయత్నించాను( సినిమా ఇంకా విడుదల కానందువల్ల సీన్స్‌లో జరిగిన మార్పులు, చేర్పులు గురించి చెప్పడానికి ఆయన ఇష్టపడలేదు). ఈ ప్రభావం షూటింగ్‌పై పడింది. సాధారణంగా ఏ సినిమా షూటింగ్‌లోనైనా మధ్యాహ్నం ఒంటిగంటకు భోజన విరామం. కానీ జై బోలో తెలంగాణ షూటింగ్‌లో మాత్రం పని పూర్తయ్యాకే తిండి. సెట్‌లో మూడ్ అలా ఉండేది. నటీ నటుల నుంచి లైట్‌మన్ వరకు అందరూ ఎంతగానో సహకరించారు. కె.సి.ఆర్ నుంచి గద్దర్ వరకు పాటల రచయితలందరూ పాటలు రాసిచ్చారు. ఒక్కోపాటకు ఒక్కో ప్రత్యేకత వుంది.

ఒకటి జీవితాన్ని చెబుతుంది. మరొకటి ప్రేమను, ఇంకో పాట దు:ఖాన్ని వెల్లడిస్తుంది. శ్రీకృష్ణకమిటీ నివేదిక రానే వచ్చేసింది. అందులో ఏమీ వుండదని ముందే అనుకున్నాను. ఆ విషయాన్ని కూడా సినిమా ద్వారా ముందుగానే చెప్పాలనుకున్నాను. కానీ సినిమా ఆ లోగా విడుదల చేయలేకపోయాను. 2010 మార్చి నుంచి నవంబరు వరకు షూటింగ్ కొనసాగింది. ఇవన్నీ దాటుకుంటూ చివరకు సెన్సార్‌బోర్డు గడపతొక్కినప్పుడు ఎదురైన అనుభవంతో ఊపిరాడలేదు.

కథ రాస్తున్నప్పుడు ఎన్ని వందల సార్లు ఏడ్చానో నాకే తెలుసు. సన్నివేశాలు తలచుకున్నప్పుడు కన్నీళ్లు ఆగేవికావు. సినిమా నిర్మాణానికి ఎన్నో కష్టాలు. ఇంకెన్నో ఆర్థిక ఇబ్బందులు. నా మొత్తం కెరీర్‌ను పణం పెట్టి తీసిన సినిమా ఇది. ఎలా చూసినా ఈ సినిమా నా జీవితం. నా భవిష్యత్ నిర్ణయించేది కూడా ఇదే. ఇవన్నీ ఎవరికీ చెప్పుకోలేనివి. ఆ తడి ఎన్నటికీ ఆరదు. ఆ ఫైర్ సినిమా జనంలోకి వెళ్లేదాకా ఆగదు. కానీ సెన్సార్‌బోర్డు సినిమా విడుదలకు నిరాకరించినపుడు నిలువెల్లా కంపించిపోయాను. ఎంతో మనస్తాపానికి గురయ్యాను. జై బోలో తెలంగాణ కేవలం సినిమా కాదు.

తెలంగాణ ఉద్యమానికి హృదయం. ఒక ఊపిరి. శ్వాస. దాన్నిప్పుడు ఆపేస్తున్నారు. ఏం చేయాలో తోచలేదు. ఎంతో మంది కళాకారులు, విద్యార్థులు, సంఘాలవాళ్లు వీళ్లంతా దన్నుగా నిలిచారు. లాయర్లు అరెస్టయ్యారు. సినిమా తీశాక నీ పని అయిపోయింది. మేమే చూసుకుంటాం అంటూ ధైర్యం చెప్పారు. కొందరైతే మరొకడుగు ముందుకువేసి ప్రింటులు పంపిస్తే థియేటర్స్‌లో ప్రదర్శిస్తామని ముందుకొచ్చారు. మొత్తానికి కొన్ని సీన్స్ తొలగింపుతో సెన్సార్‌బోర్డు ఎ సర్టిఫికెట్ ఇచ్చింది. నా గమ్యానికి కాస్త చేరువగా వచ్చాను. శుభం కార్డు పడటానికి మాత్రం ఇంకా సమయం వుంది.

సెన్సార్‌బోర్డు సభ్యులు మినహాయిస్తే జై బోలో తెలంగాణను చూసింది కె.సి.ఆర్ ఒక్కరే. సినిమాలో మూడు సీన్స్ దగ్గర ఆయన ఏడ్చేశారు. తెలంగాణ దు:ఖాన్ని చెప్పుకునే సినిమా ఇది. తన బాధను వెల్లడిస్తుంది. గుండెమీద కాలుతున్న కుంపట్లను చూపుతుంది. తన కష్టాలను చెప్పుకుంటుంది. అంతేగానీ ఎవరి మనసుల్నీ కష్టపెట్టదు. తన అవమానాల్ని కళ్లముందు పెడుతుంది. ఎవరినీ అవమానించదు. ఈ సినిమాకు ఆ అవసరం లేదు. ఒక మంచి సినిమాగా అందరినీ మెప్పిస్తుంది.

అవార్డులు: 2000 సంవత్సరంలో జయంమనదేరా సినిమా రెండు నందులు గెలుచుకుంది. వీటితోపాటు ఎపిసినీగోయర్స్ అసోషియేషన్ ప్రకటించిన అవార్డులు, మానిక్‌చందర్ ఫిల్మ్‌ఫేర్ అవార్డులు దక్కాయి.

Activists have not only filed a petition but are also mobilising people from districts to do the same and have set a target of 200 RTI applications that they would mobilise. Ten RTI petitions have already been filed from Warangal alone. “We want them to share the contents of the committee recommendations with us before politicians get to look at it,” said Rakesh Reddy Dubbudu, activist, who filed his application under the special clause listed under Section 7(1) of the RTI Act. According to the listed clause, any information which has the potential to affect lives and liberty of people at large, must be provided within 48 hours of the receipt of the request petition.

“The committee recommendations definitely concerns the life and liberty of the masses who have been actively involved in the movement. Therefore we, as citizens of the country, are better suited to get a copy of the submitted recommendations ahead of the politicians,” said Dubbudu. If the activists do get a response to their petition in 48 hours (by Monday), they plan to circulate the content among the masses.

Filed with an objective to put to rest the speculations about the formation of a new state as is currently doing the rounds, this application can however be turned down by the PIO if he so decides. “If he thinks that this information does not hold enough ground, then it can be turned down, but the onus is on him to prove the same,” said another RTI activist. Activists are hoping that the ministry’s office will follow the RTI Act in letter and spirit and thereby furnish information under this special clause. Further, they argue that since the committee has worked with public money, it is then justified that people know what the contents of the report are.

RTI activists have also asked non-resident Indians to file similar applications in the Indian embassies located in their respective countries.

ప్రత్యేక తెలంగాణ ఉద్యమం షష్టిపూర్తి చేసుకున్నది. మూడు తరాల పోరాటం. మూడు దశలుగా కొనసాగుతున్న పోరాటం. దీని మూలాలు 1948 సెప్టెంబర్‌లో జరిగిన పోలీస్ యాక్షన్‌లో ఉన్నాయి. మిలటరీతోపాటు ఆంధ్ర ప్రాంతం నుండి వచ్చిన మద్రాసు ప్రభుత్వ ఉద్యోగులు, అధికారుల స్వార్థ పూరిత ధోరణులకు వ్యతిరేకంగా ఉద్యమ బీజాలు మొలకెత్తి 1952 సెప్టెంబర్ నాటికి ‘గైర్ ముల్కీ గోబ్యాక్’ మొదటి దశ ఉద్యమం ప్రారంభమై ఆ నాటి పోలీసు కాల్పులలో 18 మంది విద్యార్థులు, పౌరులు చనిపోయారు. ఈ మొదటి దశ ఉద్యమం 1956 నవంబర్ ఆంధ్రప్రదేశ్ అవతరణకు ముందే జరగడం గమనార్హం. ఆంధ్రప్రదేశ్ రాష్ట్రావతరణ జరిగిన తర్వాత 13 సంవత్సరాలకే 1969లో ‘జై తెలంగాణ’ ఉద్యమం పునఃప్రారంభమై, యావత్ తెలంగాణ అగ్నిగుండంగా మారి పోలీసు కాల్పులలో 370 మంది విద్యార్థులు, ప్రజలు అమరులైనారు. అది కూడా అనేకానేక కారణాల వలన చల్లబడి నివురు గప్పిన నిప్పులా మిన్నకుండి మళ్లీ 1995-96 ప్రాం తాలలో ‘ఫీనిక్స్’ పక్షిలా పునర్జన్మించింది. అదే నేటి తరం, మూడవ తరం పాల్గొంటున్న వర్తమాన పోరాటం.

జాతీయంగా చూసినా, అంతర్జాతీయంగా చూసినా తెలంగాణ పోరాటం ఒంటరి పోరాటం కాదు అస్తిత్వ పోరాటాల పరంపరలో అది అంతర్భాగం. ముందు ప్రపంచ పటం వైపు ఒకసారి దృష్టి సారిద్దాం. 1945లో రెండవ ప్రపంచ యుద్ధం ముగిసిన తర్వాత ఆసియా, ఆఫ్రికా ఖండాలలో అనేక దేశాలు స్వాతంత్య్రం సంపాదించుకున్నాయి. ఆయా జాతుల విముక్తి అనంతరం, వాటి ప్రత్యేకతలు, భిన్నత్వాల కారణంగా స్వాతంత్య్రానంతరం ఆ దేశాలలో ఉపజాతుల పోరాటాలు ప్రారంభమైనాయి. ఇవన్నీ అస్తిత్వ, ఆత్మగౌరవ, స్వాభిమాన, స్వయంపాలన ఉద్యమాలే. చారిత్రక, భౌగోళిక ప్రత్యేకతల వలన, భాషా సంస్కృతులు, ఆచార వ్యవహారాలు, ఆహారపు అలవాట్లు, జీవన విధానంలో భిన్నత్వం వలన ఈ ఉపజాతులు, ఉపశ్రేణులు ప్రత్యేక రాష్ట్ర లేక ప్రత్యేక దేశ నినాదాలతో ఉద్యమాలు ప్రారంభించాయి.

ప్రపంచ చరిత్ర పరిణామక్రమంలో ఇదొక అనివార్య దశ. యూరప్ ఖండంలోని యుగోస్లావియా దేశంలోని సెర్బియా, కొసావో పోరాటాలు, రష్యాలో చెచెన్యా ఉద్యమం మొదలుకొని ఆసియా ఖండంలో అతిపెద్ద దేశమైన చైనాలో టిబెట్, దక్షిణ చైనాలోని కాష్గర్, ఉర్మిక్, గోల్ముడ్ ప్రాంతాలలో జరుగుతున్న ఉద్యమాలు, శ్రీలంకలో తమిళుల ఉద్యమాలు, పాకిస్థాన్‌లో వజీరిస్థాన్, ఫక్తూనిస్థాన్, బెలూచిస్థాన్ పోరాటాలు, మధ్య ఆసియాలో కిర్గిజ్ జాతి ప్రజలకు ఉజ్జెక్ జాతి ప్రజలకు మధ్య జరుగుతున్న ఘర్షణలు వంటివన్నీ జాతులు ఉపజాతుల మధ్య అస్తిత్వం, ఆత్మగౌరవం, స్వయంపాలన, సహజ వనరులపై ఆధిపత్యం కోసం జరుగుతున్న ఉద్యమాలే. ఈ విశాల విశ్వదృష్టి నుంచి ప్రత్యేక తెలంగాణ ఉద్యమాన్ని పరిశీలించాల్సి ఉంది.

ప్రస్తుతం మన దేశంలో తెలంగాణతో సహా విదర్భ, బుందేల్‌ఖండ్ హరితప్రదేశ్, కూచ్ బిహార్, గూర్ఖాలాండ్ తదితర ప్రాంతాలు ప్రత్యేక రాష్ట్రాల కోసం ఉద్యమిస్తున్నాయి. ఇవేవీ దేశం నుండి విడిపోయే ఉద్యమాలు కాకపోగా రాజ్యాంగ పరిధిలో, చట్టబద్ధంగా, ప్రజాస్వామ్య పద్ధతులలో నడుస్తున్న శాంతియుత పోరాటాలు. వీటిని జాతీయోద్యమానికి కొనసాగింపుగా మాత్రమే పరిగణించాలి. భారత రాజ్యాంగం పీఠికలో రాజ్యాంగ నిర్మాతలు పేర్కొన్న ఆశయాలు, లక్ష్యాలు ‘న్యాయం, స్వేచ్ఛ, సమానత్వం, ప్రతి వ్యక్తికి గౌరవం’ ఆచరణలో అందనందువల్లే, వాటిని సాధించుకునేందుకు ఈ ఉద్యమాలు ఆవిర్భవించి ఇంకా కొనసాగుతున్నాయి. తెలంగాణ ఉద్యమం కీలకమైన దశకు చేరుకున్న వర్తమాన సందర్భంలో జాతీయోద్యమం అనుభవాలు, గుణపాఠాల నేపథ్యంలో అధ్యయనం, పరిశీలన తప్పనిసరి.

జాతీయోద్యమంలో ‘కాంగ్రెస్ పార్టీ’ పాత్రను ముందు పరిశీలిద్దాం. నిజానికి కాంగ్రెస్ 1885లో ఆవిర్భవించి నాటి నుండి 1947లో స్వాతంత్య్రం సాధించేదాకా పేరుకు ఒక రాజకీయ పార్టీగా కనబడినా ఆచరణలో ‘విభిన్న భావాలు కలవారిని కలుపుకుని ఒక విశాలమైన ప్రజావేదిక’గా పని చేసింది. దాని ఏకైక లక్ష్యం ‘స్వాతంత్య్రం’. అందుకే జాతిపిత గాంధీజీ స్వాతంత్య్రం రాగానే కాంగ్రెస్‌ను రద్దుచేసి అందరూ తమతమ రాజకీయ ఆర్థిక సిద్ధాంతాలకు అనుగుణంగా రాజకీయ పార్టీలను ఏర్పాటు చేసుకోవాలని సూచించారు. కానీ ఎవరూ ఆ సలహాను పాటించక, కాంగ్రెస్ గొప్పతనాన్ని, ఘనమైన చరిత్రను వదులుకునే ఇష్టంలేక ఒక రాజకీయ పార్టీగా దాని రూపుమార్చారు. ఏదేమైనా 1947 ఆగస్టు 15 వరకు కాంగ్రెస్ ఒక ‘విశాలమైన ఉద్యమ వేదిక’ మాత్రమేనన్నది మనం మననం చేసుకోవలసిన చారిత్రక వాస్తవం.

ఈ అనుభవం ప్రాతిపదికగా తెలంగాణ ఉద్యమాన్ని కూడా వివిధ రాజకీయ పార్టీల ఆధ్వర్యంలో ఎవరికి వారే విడివిడి ఉద్యమాలుగాగాక, ఒక విశాలమైన ప్రజావేదికను నిర్మించి అందరినీ కలుపుకుని భౌగోళిక తెలంగాణ సాధనే ఏకైక లక్ష్యంగా ప్రకటించి ఉమ్మడి ప్రజా ఉద్యమాన్ని కొనసాగించాలి. ఇటువంటి ఐక్య ఉద్యమానికి సీమాంధ్ర ప్రజలు, మేధావుల మద్దతును కూడగట్టాలి. రాజకీయ పార్టీలకు అతీతంగా ‘తెలంగాణ సాధన’ సమష్టి లక్ష్యంగా ఏకతాటిగా పని చేయాలి. ఇది ప్రప్రథమంగా జాతీయోద్యమం నుండి నేర్చుకోవాల్సిన గుణపాఠం.

ఇక రెండవ అంశం- ఉద్యమ స్వభావం.

ఏ దేశంలోనైనా, ఏ ఉద్యమం లోనైనా ఉద్యమాన్ని నిర్వహించే నాయకత్వ స్వభావమే ఉద్యమ స్వభావంగా స్థిరపడుతుంది. ఆ నాయకత్వపు వర్గ ప్రయోజనాలే ఉద్యమ స్వభావాన్ని నిర్ణయిస్తాయి. జాతీయోద్యమ నాయకత్వం మన దేశపు భూస్వామ్య, పెట్టుబడిదారుల ప్రయోజనాలకు ప్రాతినిధ్యం వహించింది కాబట్టే, స్వాతంత్య్రానంతరం అరవై సంవత్సరాలు దాటినా స్వాతంత్య్ర ఫలాలు, ఫలితాలు అట్టడుగు పేదలకు అందటం లేదు. స్వాతంత్య్రోద్యమంలో ప్రజలు క్రింది స్థాయిలో విస్తారంగా పాల్గొని త్యాగాలు చేసినా నాయకత్వపు స్థాయిలో వారికి ఆనాడు ప్రాతినిధ్యం లేనందున ఈ నాటికీ సామాన్య ప్రజలకు ఆ ఫలాలు అందటం లేదు.
ఈ లోపం వర్తమాన తెలంగాణ ఉద్యమంలో పునరావృతం కారాదు. ప్రజల నాయకత్వంలోనే ప్రజా ఉద్యమం నడిచినపుడు, వారికి ప్రాతినిధ్యం వహించే శక్తులు రేపటి నూతన తెలంగాణలో అధికారం చేపట్టినపుడు మాత్రమే అట్టడుగు వర్గాల ప్రజల ఆర్థిక సామాజిక స్థితిగతులలో మౌలికమైన మార్పులు సంభవిస్తాయి. లేకపోతే రేపటి నాడు ఒకవేళ తెలంగాణ రాష్ట్రం సిద్ధించినా ‘కొత్త సీసాలో పాత సారా’ పరిస్థితే కొనసాగుతుంది.

మూడవ పాఠం

జాతీయోద్యమం నుంచి నేర్చుకోవాల్సిన మూడవ పాఠం ప్రత్యామ్నాయ ఉద్యమాల ఆవశ్యకత. కాంగ్రెస్ పార్టీ ప్రధాన స్రవంతి ఉద్యమానికి నాయకత్వం వహించినా ప్రత్యామ్నాయ ఉద్యమాలు దేశంలో బలంగా ముంచుకొచ్చాయి. ఇవి ఆరోగ్యకరమైన పరిణామాలకు దారితీశాయే తప్ప జాతీయోద్యమాన్ని బలహీనపరచలేదు. 1905 నాటికే కాంగ్రెస్‌లో అతివాదులు, మితవాదులు భిన్న శిబిరాలకు ప్రాతినిధ్యం వహించారు. 1905 బెంగాల్ విభజనతో ప్రారంభమైన ‘వందేమాతరం’ ఉద్యమం ఒకవైపు, మరోవైపు ‘జుగాంతర్’, ‘అనుశీలన సమితి’ లాంటి అతివాత విప్లవ సంస్థలు ముందుకొచ్చాయి. 1921లో చౌరీచౌరాలో హింసాత్మక సంఘటనలు జరిగిన ఫలితంగా బ్రహ్మాండంగా కొనసాగుతున్న సహాయ నిరాకరణోద్యమాన్ని గాంధీజీ హఠాత్తుగా ఆపినప్పుడు నిరాశకు గురైన ప్రజలు ఉగ్రవాద కార్యకలాపాల వైపు మళ్లారు. భగత్‌సింగ్, రాజ్‌గురు, సుఖ్‌దేవ్, చంద్రశేఖర్ ఆజాద్‌లు రంగంపైకి వచ్చారు. 1925లో భారత కమ్యూనిస్టు పార్టీ, 1934లో కాంగ్రెస్ సోషలిస్టు పార్టీ ఉనికిలోకి వచ్చి స్వాతంత్య్రోద్యమానికి చోదక శక్తులుగా పని చేశాయి.

1969 నాటి రెండవ దశ తెలంగాణ ఉద్యమంలో విద్యార్థులు, ప్రజలు ప్రాణత్యాగం చేసిన సంగతి తెలిసిందే. కానీ ప్రస్తుత మూడవ దశలో దాదాపు 400 మంది ఆత్మహత్యలు చేసుకున్నారు. ఇదొక విషాదకర పరిస్థితి. జాతీయోద్యమంలో నిరాశా నిస్పృహలకు ప్రజలు గురైనా ప్రత్యామ్నాయ మార్గాలను ఆవిష్కరించుకున్నారే తప్ప ఆత్మహత్యలకు పాల్పడలేదు. కానీ, వర్తమాన తెలంగాణ ఉద్యమంలో ఈ ఆత్మహత్యలు ఎందుకు జరుగుతున్నట్లు? ఇది ఏ రకమైన అమరత్వం? ఏ విధమైన వీరత్వం? దీన్ని కచ్చితంగా తెలంగాణ ఉద్యమ వైఫల్యంగానే లెక్క వేయాలి. ఉద్యమ నాయకత్వం విద్యార్థులకు యువజనులకు ఇంకా సంపూర్ణ విశ్వాసాన్ని, నమ్మకాన్ని, భరోసాను కలిగించకపోవడంవల్లే ఆటు పోట్లకు, నిరాశా నిస్పృహలకు గురై తమ ఆగ్రహాన్ని, నిరసనను ఆత్మహత్యల ద్వారా వ్యక్తం చేస్తున్నారు. వీరి తెలివితేటల్ని, శక్తియుక్తులను సాహసాల్ని నిర్మాణాత్మక ఉద్యమం వైపు మళ్లిస్తే ఈ ఆత్మహత్యలు జరగకపోయేవి. ప్రత్యామ్నాయ శక్తులు చీలికలు పేలికలుగా ఉండటం, ఒక బలమైన పాయగా లేకపోవటం, దానికి బలమైన నాయకుడు కొరవడటం ఈ దుస్థితికి దారితీసింది. తెలంగాణ సాధనకే కాదు సాధించుకున్న తెలంగాణను ఆదర్శమైన తెలంగాణగా పునర్నిర్మించుకోవటం కోసం కూడా ప్రత్యామ్నాయ ఉద్యమం, ఉద్యమ శక్తులు అవసరం.

జాతీయోద్యమాన్ని సమగ్రంగా అధ్యయనం చేసి ఆ అనుభవాల వెలుగులో ప్రత్యేక తెలంగాణ ఉద్యమాన్ని విజయపథం వైపు నడిపించాల్సిన గురుతర బాధ్యత సమకాలీన సంక్లిష్ట సన్నివేశంలో తెలంగాణ ఉద్యమ రథ సారథులపై ఉంది.

ఉద్యమ నాయకత్వ మూల స్వభావమే ఉద్యమ స్వభావంగా నిర్ణయించబడి దానికి అనుగుణంగానే ఉద్యమ స్వరూపం కూడా రూపొందుతుంది. ఉద్యమ నాయకత్వ మూలస్వభావానికి ఆధారం వారి సామాజిక, ఆర్థిక వర్గ ప్రయోజనాలు. ఈ కోణం నుంచే టిఆర్ఎస్ అధినేత కేసీఆర్ ప్రకటన- ‘ఈ గడ్డ మీద పుట్టిన ప్రతి బిడ్డకూ అన్ని రకాల ఉద్యోగాలకూ, పదవులకూ అవకాశం ఉంటుంది’ అన్నది పరిశీలించాలి.

ఈ ప్రకటన ఉపరితల ఉద్దేశ్యం ముల్కీ నిబంధనలు, ఉద్యోగాలకు సంబంధించినదిగా కనిపించవచ్చు. కానీ దాని వెనుక లోలోతుల్లో రాబోయే తెలంగాణ రాష్ట్రంలో రాజకీయ, ఆర్థిక రంగాల్లో కూడా సీమాంధ్ర సంతతికి, వారి వారసులకు అవకాశాలు ఉంటాయనే సంకేతం ఇస్తూ, వారి కోసం స్నేహ హస్తాన్ని చాచడం కనిపిస్తుంది. గతంలో అనేక సందర్భాలలో కేసీఆర్ ‘తెలంగాణ రాష్ట్రం ఏర్పడిన తరువాత సీమాంద్రులు పరిశ్రమలు, వ్యాపారాలు, ఆర్థిక లావాదేవీలు కొనసాగించవచ్చు’ అంటూ హామీ ఇవ్వడాన్ని ఈ సందర్భంగా గుర్తు చేసుకోవాలి.

ఇక ఇప్పుడు పరిశ్రమల సి.ఇ.ఒ.లతో సమావేశమే కానీయండి లేదా ఆయన పుత్రుడు కె.టి.ఆర్. సీమాంధ్ర వారితో తనకు గల వ్యాపార భాగస్వామ్యం గురించి వెల్లడించడమే కానీయండి జాగ్రత్తగా పరిశీలిస్తే రాబోయే తెలంగాణ రాష్ట్రంలో భూస్వామ్య అవశేష వర్గాల వారు సీమాంధ్ర నియోరిచ్ పెట్టుబడిదారులతో చేతులు కలిపి అన్ని రకాల పరిశ్రమలు, వ్యాపారాలతో సహా ప్రభుత్వంలోనూ, చట్టసభల్లోనూ భాగస్వాములు అవుతారని సూచనప్రాయంగా తెలుస్తుంది. ఆ ‘అపవిత్ర కలయిక’కు తెలంగాణ ప్రజల్ని మానసికంగా సిద్ధం చేస్తున్నారు.

సీమాంధ్ర పెట్టుబడిదారులు, వ్యాపార వర్గాల వారు కూడా తెలంగాణ రాష్ట్రం విషయంలో మానసికంగా సిద్ధమైనారు. అయితే హైదరాబాద్‌లో తమ ఆస్తుల్ని ఎలా కాపాడుకోవాలి, ఎలా వ్యాపారాలను కొనసాగించాలనేదే వారి ముందున్న ‘లక్ష వరహాల ప్రశ్న’. మాయల ఫకీరు ప్రాణం చిలుకలో దాగున్నట్టు వారి ఆర్థిక మూలాలన్నీ హైదరాబాద్‌లోనే ఉన్నాయి. అందువల్ల వారి ముందు రెండు ఆలోచనలు ఉన్నాయి. ఒకటి- హైదరాబాద్ నగరాన్ని కేంద్ర పాలిత ప్రాంతంగా లేదా దేశ రెండవ రాజధానిగా ప్రకటింపచేసి తమ ఆర్థిక ప్రయోజనాలను కొనసాగించడం.

అది సాధ్యం కాకపోతే రెండవది- రాబోయే తెలంగాణలో అధినాయకులు, వారి అనుయాయులతో కలిసి ఉమ్మడి భాగస్వాములుగా కొత్త పరిశ్రమలను, వ్యాపారాలను కొనసాగించడం. ఈ దూరాలోచనతోనే ఇటీవలి కాలంలో రెండు వైపుల నుంచి ప్రేమ సంకేతాలు, మైత్రి సందేశాలు వెలువడుతున్నాయి. ఈ మిలాఖత్తు నిజంగానే సాధ్యమైతే రాజకీయంగా, భౌగోళికంగా తెలంగాణ స్వప్నం సాకారమైనా ఆర్థిక, సామాజిక పొరలలో ఏ విధమైన మౌలిక మార్పులు సాధించక ‘కోత్త సీసాలో పాతసారా’ కొనసాగుతుంది.

భారత దేశ అర్ధరాత్రి స్వాంతంత్య్రం, అర్ధస్వాతంత్య్రం పాతకథ తెలంగాణ రాష్ట్రంలో కొత్తగా పునరావృతమవుతుంది. అరవై ఏళ్ల స్వాతంత్య్ర ఫలాలు పేదలకు అందనట్లే తెలంగాణ రాష్ట్రంలో కూడా జరగవచ్చు. వేదిక మారినా నాటకం మాత్రం పాతదే సాగుతుంది. అవే కార్పొరేట్ ఆసుపత్రులు, అవే విద్యాసంస్థలు, తెలంగాణ ప్రజల్ని పరిహసించే అవే సినిమాలు, అవే రియల్ ఎస్టేట్ బిజనెస్‌లు, పరిశ్రమలు, కాంట్రాక్టులు ఉంటాయి.

పైగా ఇక్కడ పుట్టిన బిడ్డలుగా రాజకీయ రంగంలో, ప్రభుత్వంలో కొనసాగి ప్రభుత్వ విధానాల రూపకల్పనను, అమలును సీమాంధ్ర ప్రయోజనాలకు అనుకూలంగా ఉండేటట్లు ప్రభావితం చేస్తారు. కర్ణాటకలో ‘గాలి సోదరుల’ పెట్టుబడి అక్కడి ప్రభుత్వాన్ని , రాజకీయాలను ఎట్లా శాసిస్తున్నదో ఈ సందర్భంలో మనం మననం చేసుకోవాలి. హైదరాబాద్‌లో స్థిరపడిన సీమాంధ్ర వ్యాపారాలు, పరిశ్రమల ముందు ఔత్సాహిక తెలంగాణ వారి వ్యాపారాలు, పరిశ్రమలు మొగ్గదశలోనే మాడి మసి అవుతాయి. తెలంగాణ ప్రాంతీయ పెట్టుబడి ఆవిర్భావానికి, అభివృద్ధికి అవకాశాలు ఉండవు.

ఒకవేళ ఇది పొరపాటు అంచనా, ఆలోచన అయినట్టయితే ఈ నాటికి కూడా తెలంగాణ ఉద్యమ నాయకత్వం సీమాంధ్ర ఆర్థిక కార్యకలాపాలపై ‘ఆర్థిక దిగ్బంధనాల్ని’ ఎందుకు విధించలేదు? గతంలో గాంధీజీ చేపట్టిన ‘విదేశీ వస్తు బహిష్కరణ’ స్థాయిలో సీమాంధ్ర ఉత్పత్తులను , విద్యాసంస్థలను, సినిమాలను ఎందుకు బహిష్కరించలేదు? ఏదో ఒకటి రెండు బహిష్కరణలకు పిలుపు ఇచ్చినా వెంటనే ఉపసంహరించుకుని ‘ఘర్షణ, ఐక్యత వెరసి స్వప్రయోజనాలు’ అన్న దళారీ మనస్తత్వాన్ని ఎందుకు ప్రదర్శించింది? ఈ తెరవెనుక రాజీలు, లౌక్యాలు భవిష్యత్తులో పడబోయే లాలూచీలకు పునాదులు కావా?

ఇక నైతిక విలువల సంగతి. ఉద్యమ నాయకత్వపు ఉన్నత స్థానాలలో ఉన్నవారే అవతలి పక్షం వ్యాపారాలలో భాగస్వాములు కావడం తెలంగాణ ప్రజల మనస్సులను గాయపరచడం కాదా? ఏ పెట్టుబడి తెలంగాణను దోపిడీకి, అన్యాయానికి గురి చేసిందో అదే పెట్టుబడిలో భాగస్వాములుగా మారడం ఏ విలువలకు సంకేతం? ఆత్మహత్య చేసుకున్న విద్యార్థులపై ఏ మాత్రం ప్రేమ, గౌరవం ఉన్నా వెంటనే అటువంటి వ్యాపార భాగస్వామ్యాల నుంచి బయటకు వచ్చి సీమాంధ్ర వస్తూత్పత్తులపై ఆర్థిక దిగ్బంధాన్ని, బహిష్కరణను విధించాలి.

ప్రారంభంలో ఆటుపోట్లు, కష్టనష్టాలు ఎదురైనా లెక్కచేయక నూతన తెలంగాణ రాష్ట్రాన్ని ఆర్థిక స్వావలంబనతో, తన కాళ్ళపై తాను నిలబడి, యావత్ దేశానికే దీపస్తంభంగా నిలుపుతామని ఉద్యమ నాయకత్వం తెలంగాణ ప్రజలకు హామీ ఇవ్వాలి.

సిరిపురం యాదగిరి (యాదయ్య) ఉస్మానియా విశ్వవిద్యాలయ ప్రవేశద్వారం వద్ద ఫిబ్రవరి 20న ఉదయం పెయికి అగ్గి అంటించుకొని ఆత్మహత్యాయత్నం చేశారు. తెలంగాణ కోసం ఆత్మహత్యాయత్నం చేసుకొంటున్నానని సూసైడ్‌ నోట్‌లో విస్పష్టంగా పేర్కొన్నాడు. అతనిని ఆసుపత్రికి తరలించారు. సాయంత్రం పొద్దు పోయాకా యాదయ్య చనిపోయారు. అదేరోజు అర్ధరాత్రి యాదయ్య మాతృదేహాన్ని ఆయన స్వగ్రామం నాగారం (మహేశ్వరం మండలం) తరలించి వారి ఆచారం ప్రకారం బొందపెట్టారు. తెలంగాణ గ్రామాల్లో పెళ్ళికాని యువతి, యువకులు చనిపోతే బొందపెట్టడం ఆచారం. యాదయ్య చావు ఆచారం ప్రకారమే జరిగిందంటే ఇందులో చర్చించడానికి గాని, ఆశ్చర్యపోవడానికిగాని ప్రత్యేక వ్యాసం రాయడానికిగాని ఏమీ ఉండదు. కాని అలా జరగలేదు. పోలీసులు వారిదైన వ్యూహాత్మక దోరణిని ప్రదర్శించారు.

యాదయ్య ఆత్మహత్య చేసుకోవడానికి కారణాలను తర్వాత విశ్లేషిద్దాం. ఆత్మహత్యాయత్నం దగ్గర నుండి ఏం జరిగిందో చూద్దాం. యాదయ్య ఆత్మహత్యాయత్నం చేసుకొన్నది యూనివర్సిటి గేట్‌ ముందు. వెంటనే 108 వాహనం వచ్చింది. సాధారణంగా ఇలాంటి సందర్భాల్లో సమీప ఆసుపత్రికి పేషెంటును తీసుకెళ్తారు. ప్రక్కనే అరకిలోమీటరు దూరంలో మమిళా సభ ఆసుపత్రి ఉంది. యూనివర్సిటి అవతలి గేట్‌ దగ్గర ఆర్‌టిసి వారి ఆసుపత్రి ఉంది. రెండు, మూడు కిలోమీటర్ల దూరంలో ఒకవైపు ఉస్మానియా ఆసుపత్రి ఉంది. ఇంకోవైపు గాంధీ ఆసుపత్రి ఉంది. మొదట గాంధీ ఆసుపత్రికి తీసుకెల్తున్నాం అని, ఎక్కడో సాగర్‌ రింగ్‌రోడ్‌ దగ్గర సైఫాబాద్‌ అవతల వున్న డిఆర్‌డిఎల్‌ అపోలో ఆసుపత్రికి యాదయ్యను ఎందుకు తరలించినట్లు? సాయంత్రం యాదయ్యను చూడడానికి హోం మంత్రి సబితాఇంద్రారెడ్డి వచ్చింది. అక్కడ ఉన్న తెలంగాణవాదులు కొందరు ఆమెను నిలదీశారు. ”ఏమిటీ అన్యాయం, ఎన్ని ఆత్మహత్యలు జరుగుతున్నా మీరు పట్టించుకోరా. మీ మంత్రి పదవులే మీకు కావాలా, తెలంగాణ వద్దా” అని వారు అడిగారు. దీంతో ఆవిడ కోపంతోనే అక్కడి నుండి నిష్క్రమించారు. సబితను ప్రశ్నించిన పిరోజ్‌ఖాన్‌ అనే కరీంనగర్‌ విద్యార్థి పోలీసుల చేతిలో పడి సోమవారం సాయంత్రందాక ఆచూకి లేకుండా పోయారు. 20వ తేదీన సాయంత్రం పొద్దు పోయాక యాదయ్య మరణించారు. యాదయ్య మరణ వార్తను సీమాంధ్ర యాజమాన్యంలో ఉన్న మీడియా సహజంగానే పెద్ద ప్రాముఖ్యత ఇవ్వలేదు. హిందూ దినపత్రికలో మాత్రం ఈ వార్త ప్రముకంగా వచ్చింది. సాక్షితో పాటు ఒకటి రెండు పేపర్లలలో ఈ వార్తను ప్రచురించారు. ఆంధ్రాజ్యోతిలో యాదయ్య వార్త లేనే లేదు. సరే అది మీడియా ఎప్పుడూ చూపే వివక్షతనే. ఆయన స్వయంగా అంటించుకున్నాడా, ఇతరులెవరైనా అంటించారా లాంటి అర్థంలేని ప్రశ్నలు అడిగినచో మీడియా ప్రతినిధిని విద్యార్థులు కొట్టినంత పనిచేశారు. వైష్ణవి కిడ్నాప్‌పై స్పందించినట్లుగా యాదయ్య పట్ల మీడియా స్పందించకపోవడంలో వారి వైఖరి తేటతెల్లం అవుతున్నది. అది అలా ఉండగా పోలీసులు ఈ ఘటనలో పరమ దుర్మార్గంగా, అనైతికంగా, చట్టవిరుద్దంగా ప్రవర్తించారు.

సాధారణంగా ఒక వ్యక్తి ఎంతగా కాలినా ఆ గాయాలతో 24 గంటల తర్వాతనే మరణిస్తారు. కాని యాదయ్య 12 గంటలు గడిచి గడవగానే మరణించారు. కారణం తెలువదు. యాదయ్య బ్రతికితే అతను బాగుపడి బయటికి రావడానికి కనీసం రెండు నెలలు అయినా పడుతుంది. ఈ రెండు నెలలు ఆసుపత్రి ముందు టెంట్లు వేసి దీక్షలు చేసి నానా హడావిడి చేస్తారు. నాయకులు పరామర్శించడానికి వస్తారు. దీంతో మీడియా వారి హడావుడి, ఉద్యమకారులగోల ఇవన్నీ ఎందుకని ముందుగానే గుట్టుచప్పుడు కాకుండ ‘యాదయ్య కథకు ఆ రాత్రి ముగింపు పలికితే ఏ గొడవా ఉండదు కదా’ అని పోలీసులు భావించి ఉండవచ్చు. లేదా యాదయ్యనే కాలిన గాయాలతో మరణించి ఉండవచ్చు. అటువంటప్పుడు యాదయ్య శవాన్ని గుట్టుచప్పుడు కాకుండా ఎందుకు తరలించినట్లు? మీడియా వారికి ఎందుకు ఎరుక పరచనట్లు? సాధారణంగా ఎవరైనా ఇలా కాలిన గాయాలతో ఏ ఆసుపత్రిలో మరణించినా పోస్ట్‌ మార్టం చేయడానికి శవాన్ని ఉస్మానియా ఆసుపత్రికి తరలిస్తారు. సాక్షాత్తు ముఖ్యమంత్రి చెప్పినా రాత్రికి రాత్రి పోస్ట్‌మార్టం చేయరుగాక చేయరు. మరి యాదయ్యను రాత్రికిరాత్రి ఆయన స్వంత ఊరికి ఎలా తరలించారు. పోలీసులకు ‘ఈ ఆలోచన’ ముందే ఉంది కాబట్టే యాదయ్యను ఆయన స్వగ్రామానికి వెళ్ళే దారిలో ఉన్న డిఆర్‌డిఎల్‌ ఆసుపత్రికి తీసుకెళ్ళారు. అటునుంచి అటే శవాన్ని మూడో కంటికి తెలియకుండా తరలించారు. 85% కాలిన శరీరంతో ఎలాగు చనిపోయే వాడేకదా అని ముందే ‘ఆ పనికానిచ్చే’ అవకాశం ఉంది. ఈ విషయమై తెలంగాణ వాదులకు తీవ్రమైన అనుమానాలున్నాయి. ఈ ఉద్దేశ్యం ఉంది కాబట్టి యాదయ్యను పోలీసులు డిఆర్‌డిఎల్‌ అపోలో ఆసుపత్రికి తరలించారు అన్నది వారి ఆరోపణ.

యాదయ్య ఎందుకు ఆత్మహత్యకు ఒడిగట్టాడు:

యాదయ్యకు రాజకీయాల పట్ల ఆసక్తి ఉంది. కె.సి.ఆర్‌, సబిత, చంద్రబాబు, తదితరులతో యాదయ్య దిగిన పోటోలు, ఆ విషయాన్ని వెల్లడిస్తున్నాయి. ఆ పోటోలను మార్కుల మెమోలను ఆయాయ గుర్తుగా ఆత్మహత్యాస్థలంలో వదిలాడు. తెలంగాణా విషయంలో రాజకీయ వాదులు చేసిన చేస్తున్నా మోసాలు యాదయ్యకు అర్థమై ఉంటాయి. మిత్రులందరితో కలిసి ”చలో అసెంబ్లీ” కార్యక్రమానికి వద్దామని చెప్పిన యాదయ్య ఆ రోజు ఉదయం ఒక్కడే బయలుదేరి వచ్చాడు. ఆ ముందు రోజు రాత్రి కె.సి.ఆర్‌ లాంటి నాయకులు అసెంబ్లీ ముట్టడి కార్యక్రమం వద్దని విద్యార్థులను నిరుత్సాహపర్చిన సంగతి తెలిసి ఉంటుంది. ఎబివిపి, బిజెపి నాయకులందరు ఎవరికి వీలయిన రీతిలో వారు మాట్లాడటం వల్ల తీవ్ర నిరుత్సాహానికి, నిరాశకు గురయినందునే యాదయ్య ఆత్మహత్యకు ఒడిగట్టాడు. తెలంగాణ రాదనే నిరాశనే యాదయ్యను, ఆత్మహత్యాయత్నానికి పురికొల్పింది. రాజకీయాలపై అంతో ఇంతో అవగాహన ఉన్న యాదయ్య నిరాశతోనే ఆత్మహత్య చేసుకున్నారు. యాదయ్యను యాదయ్య తరాన్ని చావనిచ్చి, చంపి తెలంగాణాను తాత్కాలికంగా ఆపినా ముందుతరం వారు కూడా యాదయ్యలా చస్తారని చెప్పడానికి ఆస్కారం లేదు. యాదయ్య వెనక ఉన్నా ఈ తరం వారు ఇంకోరకంగ రియాక్ట్‌ కారని చెప్పడానికి ఎంతమాత్రం వీలు లేదు.

ఇక యాదయ్య గ్రామం సిరిపురానికి మూడే దారులున్నాయి. ఇందులో రెండు దారులు తారురోడ్డువి. ఈ రెండు దారులను పోలీసులు మూసేశారు. ఆబిడ్స్‌లో ట్రాఫిక్‌ కంట్రోల్‌ చేయడానికి వాడే బారికేడ్లతో సిరిపురం రోడ్లను పోలీసులు మూసేశారు. ఈ బారికేడ్లు సిరిపురంకు ఎలా వెళ్ళాయి? ఊరి నిండ పోలీసులు నిండారు. టీ షర్టులు వేసుకొన్న 20-25 ఏళ్ళ వయసున్న పోలీసులు, కర్నాటక పోలీసులు, సీమాంధ్ర పోలీసులు ఆ ఊరిని స్వాధీనం చేసుకొని, యాదయ్య బంధువులను అదిలించి బెదిరించి యాదయ్య శవాన్ని హడావిడిగ బొందపెట్టేశారు. మీడియా వారిని కూడా వెళ్ళనివ్వలేదు. వెళ్ళిన ఒకరిద్దరు కెమెరాల వారిని అదుపుచేసి బొంద పెట్టే వార్తా దృశ్యాలను అదుపు చేసి ఉంటారు లేదా పోలీసు వారికి ఇబ్బంది లేనివిధంగా చిత్రీకరించుకోనిచ్చి ఉంటారు. విమర్శకులకు సమాధానం చెప్పడానికి అన్నట్లు గద్దర్‌, హరీష్‌, తీగలకృష్ణారెడ్డి లాంటి వారిని ముగ్గురిని అనుమతించారు. పోలీసులు ఇంత దుర్మార్గం ఎందుకు చేస్తున్నారు? క్రింది పోలీసులు వారంతట వారుగ ఇలాంటి పనులు చేయరు. వారికి ఇలాంటి ఆదేశాలు ఇస్తున్నవారెవరు? ఈ ఆదేశాలు ఇస్తున్నవారిని ప్రోత్సహిస్తున్నవారెవరు?

మొత్తం మీద పోలీసులు ఏ అవాంఛనీయ సంఘటనలు జరగకుండా యాదయ్య శవాన్ని బొందపెట్టేశారు. యాదయ్య శవంతో పాటు తెలంగాణ సమస్యను బొందపెట్టేశం అని కించిత్తు గర్వంగా ఊపిరి పీల్చుకొని ఉంటారు. పోలీసు మంత్రి సబిత, ముఖ్యమంత్రి రోషయ్యలు ఈ విషయాన్ని గమనించనట్లే ఉండిపోయారు?

ఇలా శనివారం ఉదయం పెట్రోలు పోసుకొని ఆత్మహత్యాయత్నానికి పాల్పడిన యాదయ్య రాత్రికి శవమయ్యాడు. ఆధివారం ఉదయం దాదాపు అదేవేళకు బొందపెట్ట బడ్డాడు. అతి సాధారణ రీతిలో, అసాధారణ పోలీసుల బలగాల మధ్య అంత్యక్రియలు జరిగాయి. యాదయ్య నక్సలైట్‌ కాదు కాబట్టి మానవహక్కుల సంఘాలు యాగిచేయవు. యాదయ్య అగ్రకులం వాడుకాదు కాబట్టి వారి కనుసన్నల్లో మెదిలే మీడియా, ప్రజా సంఘాలు ఏమీ మాట్లాడవు. యాదయ్య టి.ఆర్‌.ఎస్‌ నాయకుడు కాదు కాబట్టి వారు ఏమీ మాట్లాడరు.

యాదయ్య తెలంగాణ కోసం ఆత్మార్పణ చేసుకున్నారు. అతని అంత్యక్రియలు కెసిఆర్‌, జయశంకర్‌, కోదండరాం, దామోదర్‌రెడ్డి లాంటి నాయకులు వేసే మొదటి పిడికెడు మట్టితో మొదలుకొని తెలంగాణ విద్యార్థులందరూ వేసే తలో పిడికెడు మట్టితో జరగాలి. అలా వేసిన మట్టి గుట్టగా ఏర్పడాలి. అది జహంగీర్‌ దర్గాలాగా తెలంగాణ వారందరికి పుణ్యక్షేత్రం కావాలి. పాపం యాదయ్య అనామకంగా కొండంత త్యాగానికి పిడికెడు మట్టిని పిసరంత గౌరవానికి కూడా నోచుకోలేదు. తప్పుచేసిన పౌరుడివలే పోలీసుల పహరాలో కననంఅయ్యాడు. యాదయ్య క్షమించు నీ త్యాగానికి దైర్యానికి తగిన చావును నీకు చేయలేకపోయాం!

The newly created smaller States, namely, Uttarakhand, Jharkhand and Chhattisgarh, have achieved much higher growth rates in their GSDP than the targets set for the Tenth Five Year Plan, whereas the growth rates achieved by their parent states, namely, Uttar Pradesh, Bihar and Madhya Pradesh fell significantly short of the targets. (Planning Commission, 2008; Rao, 2009) Further, the growth rates achieved in the first two years of the Eleventh Plan, that is, 2007-08 and 2008-09, by Chhattisgarh and Uttarakhand were significantly higher than those achieved by their parent States. Apart from releasing the creative energies of the people, viability of smaller States may have contributed to better governance, attracting greater private investment from outside as well as planning and utilising resources more efficiently. (World Bank, 2007)

An extremely encouraging development is in respect of Bihar, where the average growth rate achieved at 9.7 per cent per annum during these two years was significantly higher than for Jharkhand at 5.8 per cent per annum. (Aiyar, 2010; Rao, 2010) This may be explained by improved governance, of late, in this State, facilitated not the least by the fact that with the creation of Jharkhand, Bihar has become less heterogeneous and much smaller in area, with the size of its population getting reduced by about 25 per cent.

Experience has demonstrated the failure of regional planning to ensure adequate development of backward regions within the larger States. This is explained by the politics of planning in democracy inherent in such States characterised by regional unevenness in development. The experience of Maharashtra and Gujarat amply illustrates the failure to develop backward regions, despite the existence of constitutional provisions for setting up Regional Planning Boards and the powers entrusted to the Governor to review the progress of development under such regional plans. This experience underlines the need for conceding separate Statehood for certain backward regions like Telangana and Vidarbha.

The observations of B.R. Ambedkar, the principal architect of our Constitution, on the desirability of smaller States are prophetic. He welcomed the recommendation of the States Reorganisation Commission in 1955 for the creation of Hyderabad State consisting of Telangana region and creation of Vidarbha as a separate State. Further, he envisaged the division of Uttar Pradesh into three States (Western, Central and Eastern); Bihar into two (North and South or present Jharkhand); Madhya Pradesh into two (Northern and Southern); and Maharashtra into three (Western,Central and Eastern). He was for linguistic homogeneity of a State in the sense of ‘one State-one language’ and not ‘one language-one State’. He thus envisaged two Telugu speaking States, three Marathi speaking States and a large number of Hindi speaking States. (Ambedkar, 1979)

While arguing for smaller States, Ambedkar was guided basically by two considerations. One, no single State should be large enough to exercise undue influence in the federation. Drawing from the American experience, he thought that smaller States were in the best interests of healthy federalism. On this issue, his views were similar to those of K.M. Panikkar, set out in his note of dissent to the Report of the States Reorganisation Commission. Second, he thought that socially disadvantaged sections are likely to be subjected to greater discrimination in bigger States because of the consolidation of socially privileged or dominant groups. (Ambedkar, 1979)

Over the last half-a-century, two new dimensions have been added. Population growth and the multiplicity of developmental functions have rendered governance in large-size States inefficient. Secondly, in the context of development planning under democracy, significant regional diversities with respect to the historically inherited levels of infrastructure and institutions within certain large States have given rise to severe tensions concerning the distribution of benefits from development. These tensions have reached a point where harmonious development seems no longer possible without their break-up into smaller States which are relatively homogeneous. (Rao, 2010)

The agitations for separate Statehood for Telangana in the Telangana region as well as for Samaikhya (United) Andhra Pradesh in the Andhra region are in full swing now. The agitation in Telangana is unprecedented in its sweep, being universal or, at any rate, far more widespread than in 1969, involving, among others, students, farmers, women and even children. The movement is virtually taken over and led by the students, all of whom were obviously born at least a decade after the agitation of 1969. It appears as if history is repeating itself or time is standing still for over four decades so far as this issue is concerned!

Curiously, in the case of the Andhra region, history appears to have been overturned. The ‘Jai Andhra’ or separate Andhra agitation of 1972-73 was triggered-off by the land reform legislation and the validation of Mulki Rules (preference for natives of Telangana in employment) by the Supreme Court, because of which the big landed sections as well as educated youth could lose in the integrated State. Over the last four decades, however, certain leading business sections, including those involved in real estate business from the Andhra region, developed a big stake in Telangana, particularly in and around Hyderabad city. Thanks to the lop-sided urbanisation and concentration of financial sector services and IT industry in Hyderabad in the post-reform period, the educated youth—most of whom were born after the ‘Jai Andhra’ agitation like their Telangana counterparts—could understandably have developed an emotional identification with the capital city and so a stake in Samaikhya (United) Andhra Pradesh.

Guided by the consensus among the major political parties in favour of the formation of separate Telangana State, as espoused in their election manifestos and reiterated by them as recently as on December 7, 2009, the Central Government on December 9 announced its decision to initiate the process for the formation of the Telangana State. Within hours, this decision triggered off a counter-agitation in the Andhra region for a united Andhra Pradesh, leaders of the major political parties taking sides by getting divided horizontally on regional lines. It is not clear whether these leaders did not mean what they promised earlier on Telangana in the expectation that no worthwhile initiative would come from the Centre or could not anticipate the adverse public reaction in the Andhra region in the event of any favourable move on the issue. In any case, this has placed the Centre in a difficult situation leading to the stalemate in the resolution of the crisis.

As it is, the Constitution fully empowers the Centre to carve out new States, the role of the State legislatures being limited to merely expressing their views on the proposed Bill by the Centre. While politics cannot be wished away in a democracy and the Centre cannot normally be expected to proceed against the wishes of the majority of legislators of a State, ultimately, politics in a democracy have to come to terms with the provisions of the Constitution and respect the universal demand of the people of a region for separate Statehood. Also, in the long-run, the youth of any region in the modern age, imbued as it would be with the democratic spirit, would come to respect the people’s wishes from the other region for separate Statehood. Besides, a pride in the capacity to develop oppor-tunities in one’s own State is bound to come into play. Addressing the legitimate concerns of the stakeholders is essential to facilitate this process.

There is no alternative to the Centre as well as the leaders of both the regions taking initiatives for a constructive dialogue for resolving the outstanding issues by addressing the legitimate concerns of the stakeholders, to pave the way for separate Statehood for Telangana and thus end the perpetual uncer-tainty undermining the harmonious develop-ment of both the regions. While agitations are necessary for the assertion of legitimate rights, in a democracy, constructive dialogue is indis-pensable for bringing such aspirations to fruition.

The Andhra plutocrats are on a high after pulling off the Shri Krishna Committee and decided to celebrate it with some complimentary ‘action’ on the students who have been sticking out like sore thumbs all through. In what seems to be a planned, deliberate attack on Osmania University students to provoke them into a reaction and to brand them violent and discredit the Telangana movement, police agents have unleashed terror on behalf of the plutocrats last night in OU campus. They did not spare even the media and went on a rampage across the campus injuring scores of students – boys and girls and the Journos.

The students have been agitating non-violently and in the most innovative ways for nearly 70 days now. They have been the drivers of this just movement when the politicians let the Telangana people down. They have been clamped on with all kinds of restrictions and they have been successfully overcoming all by tapping into their constitutional rights. The Vidyarthi Garjana held in early January was a rude shock to the plutocrats. Even when the police and Govt refused permission for a meeting, the student JAC went to court, got permission and without the help of single political party (as per court’s directive) held a mammoth meeting with around 2 lakh students in the campus. Such is the fear among our Samaikyavadi brothers that they made sure many areas in Telangana districts suffered power outage during the meeting so that the Visuals don’t reach them! After that, the students held the ABVP Ranabheri, KU Vidyarthi Polikeka, Telangana Padayatra on a huge scale and took the Telangana movement into critical momentum. It is in this light that the politicians were forced to follow suit much to the consternation of the Andhra plutocrats.

The Plutocrats with their clout ‘managed’ the Shri Krishna committee Terms of Reference (ToR) so much that the Telangana politicians were jolted into submission by the sheer impact of the Andhra lobbying. The outrage over the ToR is now gathering speed in the students and only yesterday 15 MLAs from the region tendered their resignations. With pressure mounting on the other MLAs from the Telangana public, especially the students, the Andhra plutocrats decided to ‘act’ in a pre-emptive action and label the students ‘Taliban’ in line with their earlier propaganda. The Telugu Media for the last few weeks have been ‘obedient’ accommodating all Telangana news, including massive rallies/meetings, within bottom scrolls. So the time too is right for those in power but unfortunately couple of channels still were around in the campus and tried to film the Police attack on students. The police may be didn’t have time to talk to their handlers on how to handle press. Or maybe simply they didn’t care. So ‘treated’ them too. Even as something as major as this is happening, only those 2-3 attacked channels are reporting the OU events live while others are going ahead with their song and dance routine. But for these channels, we wouldn’t have known how the police themselves turned troublemakers. Instead we would have heard many more cock-and-bull stories about Telangana Taliban. Not that I am underestimating the creativity of our Andhra plutocrats. After all, they brainwashed millions of Andhras to believe in their non-existent ‘linguistic purity’ and ‘ethnic superiority’ by writing their versions of history. So as it dawns here in Samaikyandrapradesh, we may very well see news stories in their mouthpieces about how the OU Taliban cornered the police in the campus for 5 hours and beat them up, and new expert ideas about how to handle these student thugs!

Even as I post this, police is still not allowing maintaining the blockade over the university and refusing entry for doctors and ambulances to treat the injured students inside. As of now, we hear 1 girl student lost eye-sight, 40 students including JAC leaders, 6 Journos got injured. Visuals showed police vandalising private property and media property within campus. Even members of ruling Congress this is a Govt’s conspiracy. A 10 member committee has been constituted by the State Human Rights Commission and they are now on their way to campus. Th commission’s earlier orders in last 2 months have been violated casually. Now, it should consider itself lucky if they are allowed inside the campus!

Political agitations that drag on and on fall into a set groove—usually, one tired rally after another, with a flagging media attendance. Not Telangana, where the fight for statehood refuses to be monochromatic, and is expressing itself in a riot of colours. The violence that raged across the 10 districts of Telangana in December has given way to a burst of innovation and colloquial creativity. From cooking on national highways to planting paddy on the roads, from washing clothes on the streets to weaving saris on a moving tractor, there is never a dull moment in T-land.

In Amanagallu in Mahbubnagar district, indoctrination is in full swing—village leaders have established a Telangana school, where students are given lessons on the movement’s history. One zilla parishad school in Adilabad district even hosted a daylong ‘election’, in which nearly a thousand people voted on the question of statehood for Telangana. No prizes for guessing the results.

Telangana ideologues like Professor K. Jayashankar calls this the genius of the common man at work. “Strikes, rallies and seminars are the usual ways to generate awareness in political agitations across India,” he says. “The citizens of Telangana are devising a new format for expressing their views peacefully. It heralds a new maturity in the movement.”

Describing how a TV crew from Delhi filmed, fascinated, as people in his constituency cooked and ate on the road, Sircilla MP K.T. Rama Rao (son of TRS chief K. Chandrasekhara Rao), explains: “These are not gimmicks. This is about finding novel ways to sustain a long-drawn battle so that the cause does not go unnoticed by decision-makers at the Centre.” Sometimes it takes a provocative form, with young people kicking around footballs painted with the faces of politicians perceived as anti-Telangana, like Jagan Mohan Reddy, Lagadapati Rajagopal and even chief minister K. Rosaiah.

Singer and poet Balakishan Rasamayi, the convenor of the Telangana Dhoom Dhaam Committee, one of the mini-cultural outfits that have sprung up now, says the football games are a message to politicians opposing the T-state: “We will not take things lying down. We will play football with you if you crush our hopes and desires for statehood.”

The most creative are the football games in which politicians who are anti-Telangana are painted on the footballs.

So it goes on, a playful mix of protest and creativity. At Mustabad, people make ‘Jai Telangana’ rubber seals and stamp them on currency notes. Barbers hand out free haircuts at Ilendu in Khammam district. Women roll beedis on a road in Dilavarpur, Adilabad district, obstructing traffic for two hours. Washerwomen stage Chakirevu (a clothes-washing fair) at Girnibavi village in Warangal while other protesters wash clothes with gusto right on the highway at Ramakrishnapuram in Adilabad. They call it a “cleansing ritual”. Students sweep roads and sell vegetables at Ibrahimpatnam, Rangareddy district. Their counterparts in Mahbubnagar walk on their knees.

“None of these ideas are coming from political parties,” stresses Rama Rao. Another T-protagonist, Prof Kodanda Ram, feels the movement has taken on a more spontaneous form this time, compared to 1969, when it was more “idealistic”. (Of course, there were also no TV cameras then.)

Congressmen favouring a united Andhra beg to differ. “The students are being brainwashed,” says MP Sabbam Hari dismissively. “The poor, especially coolies and daily-wage labourers, are impacted the most because thanks to these agitations, there is no work for them.” But the agitators are unabashed by such criticism. “We will bring the lawmakers to their knees,” says a confident Bullikonda Veerendra, a student leader from Warangal. The fun has just begun at this T-party. The question is, with a decision on statehood nowhere in sight, how long can it be sustained?

HYDERABAD, India — In the middle of the University of Hyderabad’s expansive campus is a large, haphazard tent, pitched precariously with sticks and rope. On a weekday afternoon, about 25 graduate students sit cross-legged on a dirty rug, talking among themselves. They shoot challenging glances at passers-by, half daring, half inviting them to come inside. They’re protesting, and they want the world to know it.

These students, members of the Joint Action Committee, want only one thing — the creation of a new state in south India called Telangana. They’ve been on a “relay fast” for over a month now, sharing the burden of a hunger strike between about 500 students.

“Our only, only, only demand is to form a separate Telangana state as soon as possible,” said Upendar Gundala, a Ph.D. student studying English translation. “This is the end for our everything. Until the state formation, we will be continuing relay fasting.”

Telanganans have long felt oppressed and exploited by Andhra, a much wealthier neighboring region south of Telangana. The feelings have often spilled over into violence, and in 1969, 400 people died in Telangana-related violence.

After India’s independence from Britain, the nation was divided into 28 states based on language. Andhra Pradesh, a southern state on the Bay of Bengal, was created for the Telugu-speaking people. The state is divided into three regions: Andhra on the eastern coast, Rayalaseema in the south, and Telangana in the northwest. Separatists argue that Telangana remains poor — nine of Telangana’s 10 districts are considered backward and so underdeveloped that they qualify for government aid — while the upper-caste people in Andhra enjoy a flourishing agricultural economy.

Since 1956, when Andhra and Telangana merged, Telangana has gotten the short end of the stick in terms of natural resources, funding and representation in government , separatists complain. Though two major rivers have their sources in Telangana, irrigation projects divert the precious water to other areas, they say.

“There are a number of arguments that support in favor of Telangana, but no argument has been stated for a united Andhra,” said Vulli Dhanaraju, a graduate student and member of the Joint Action Committee. “The only argument: They are all speaking Telugu, Telugu, Telugu.”

The government of India announced on Dec. 9 that it would begin the process of forming Telangana. The decision came during the indefinite hunger strike by Kalvakuntla Chandhrashekar Rao, president of the Telangana Rashtra Samithi political party. The government did not set a timetable for creation of the new state, which has led south-Indian youth in the capital city of Hyderabad to strike, protest, march and create “bandhs” — road blocks and business closures.

“You suddenly find students participating in these political activities, giving a lot of their time, putting a lot of effort,” said Dr. A. Vijay, an economics professor at the University of Hyderabad and JAC member. “In that sense it is a huge revival of the spirit of students’ activity.”

Though several students at the University of Hyderabad have been participating in the pro-Telangana movement, students at Osmania University have been its main impetus. Osmania, a state-run school nearly 30 km from the University of Hyderabad, has about 250,000 students. It has held massive JAC demonstrations during the past month, often with thousands of students.

Most demonstrations have been non-violent. “There was a huge mobilization of students at the Osmania campus, and that happened quite peacefully,” said Vijay. “On the whole, I think it has been an extremely mature movement and in a way a historical turning point.”

Non-Telugu students are also feeling the tensions in the city and at school. Aparna, a 21-year-old student, has been here for over three years studying economics. Even as an upperclassman, she has resolved to stay on campus and out of the city. “I’ve been inside and safe,” she said. “We’ve been trying to avoid it, especially because we’re not localites.”

She says she sees both sides of the issue, but she is apprehensive about what will happen if the state is formed and she questions whether political leaders will carry out their promises. “I don’t completely support, neither do I completely go against,” she said. “I’ve not been a part of the oppressed.”

Leaders from both sides are currently meeting in Delhi to decide the fate of Telangana. In the meantime, Telangana locals are watching, waiting, and fasting — all while rallying as many supporters as they can.

“All sections of the Telangana people are participating in the movement,” said Dhanaraju. “Irrespective of their caste, religion, their culture and everything, all communities have been participating.”

And for members of the JAC at the University of Hyderabad, the makeshift tent in the center of campus continues to be the hub of their revolution. For students like Gundala, forming the new state has taken precedent even over their studies. “We’ll do our best,” he said. “We have been doing, and we will continue doing until they declare Telangana a state.”

On 17 August, he wrote to Nehru that Hyderabad had decided to solicit the good offices of the United Nations Organization in order that the dispute between Hyderabad and India might be resolved and a peaceful and enduring settlement arrived at.

The Indian Government did not agree that Hyderabad had any right in international law to seek the intervention of the United Nations Organization or any other outside body for the settlement of the issue. And that as the Government of India regarded the Indo-Hyderabad dispute as a purely domestic one, they did not recognize the Nizam’s claim to invoke the good offices of the United Nations in that connation.

తెలుగుతల్లి. చల్లని తల్లి. పలు కూడల్లలో ప్రశాంతంగా నిలబడి ప్రజలందరినీ సమానంగా ఆధరించే తల్లి. ఈ తల్లి ఇప్పుడు లొల్లికి నిలయంగా నిలిచింది. తెలంగాణ రాష్ట్ర ఏర్పాటు అడ్డుకోవడానికి కొందరు స్వార్ద రాజకీయ నాయకుల చేతిలో అవసరానికి పనికొచ్చే కీలుబొమ్మగా మారింది.

ఒకప్పుడు ఆంధ్రా నేతలు తెలంగాణాను ఆక్రమించుకోవడానికి చూపించిన, ఈరోజు దోపిడీదార్లు వదలకుండా తెలంగాణాను అంటిపెట్టుకోవాడానికి చూపిస్తున్న ఒకే ఒక్క కారణం, “మనమంతా తెలుగు వాళ్లం, తెలుగుతల్లి బిడ్డలం”.

అవును నిజమే, మనమందరం తెలుగువాళ్లమే, తెలుగుతల్లి బిడ్డలమే. కాదని ఎవరన్నారు. ఇక్కడ ఎవరూ తల్లిని దూరం చేసుకోవాలనుకోవడం లేదు. తల్లి పేరుతో దోచుకునే వాళ్ళని తరమి కొడుతున్నారు. అది ఎంత మాత్రం తప్పు కాదు. నీ మెతుకులు నువ్వు తిను, నా గంజి నేను త్రాగుతా అని తెలంగాణ ప్రజలు మొత్తుకుంటుంటే మధ్యలో వీళ్ళ ఈ తల్లి లొల్లేంది.

తెలంగాణాకు వ్యతిరేకంగా ఒక్కరోజులోనే తెలుగుతల్లి గర్భసంచి నుండి సమైక్యాంధ్ర ఉద్యమాన్ని పుట్టించిన వీళ్ళు అసలు తెలుగుతల్లిని ఎలా పుట్టించారో ఒక్కసారి గుర్తుచేసుకుందాము. మన చుట్టుపక్కల రాష్ట్రాలకు లేని తల్లి భాగ్యం మనకే ఎలా దక్కిందో ఒక్కసారి మననం చేసుకుందాం.

ఈ తల్లి మూలాలు మనకు మొదట ముట్నూరి కృష్ణారావు రచనలో కనబడతాయి. 1913 May 24th కృష్ణాపత్రిక సంపాదకీయం “మాతృసందర్శనం”లో ఆయన మొట్టమొదట ఆంధ్రామాతను ఆవిష్కరించాడు.

“భరతమాత ముద్దుకొమరిత యగుచు
అలరి మన ఆంధ్రమాత వర్దిల్లేడుగాత”

అని ఆంధ్రమాతకు తల్లి భరతమాత అని ఆమె జన్మవృత్తాంతం చెప్పాడు.

1914 లో గడ్డం కొండారెడ్డి “ఆంధ్రమాతృస్తవము” అన్న శీర్షికన పద్యాలు రాశారు. అప్పటికీ ఈతల్లి భావన ఇంకా ప్రజల్లోకి వెళ్ళలేదు. ఏదో కవులు వాళ్ల ఊహల్లో వివరిస్తూ, ప్రాసకోసం ఈ తల్లిని వాడుకోవడం తప్ప ఈ తల్లి భావనను ముందుకు తీసుకెల్లలేక పోయారు.

తర్వాతి కాలంలో రాయప్రోలు “ఆంధ్ర” శీర్షికతో పద్యాలు రాశారు.
“నాదు జాతి నా దేశము నాదు భాష
అను అహంకార దర్శనమందు మాంధ్ర”
అని ఆంధ్రబిడ్డడికి అహంకార దర్శనం ఒంటబట్టించుకోమని నీతిభోద చేసాడు.

ఈ నీతిని నిలువెళ్ళా ఒంటబట్టించుకున్న “శ్రీ” అన్న రచయిత
“భారత…చీ కాదు
ఆంధ్రమాతకు జై”
అని రాసి నిజంగానే ఆంధ్రా అహంకారాన్ని ప్రదర్శించాడు.

ఆతర్వాత కాలంలో వీళ్ల ఆంధ్రోధ్యమంలో రాయలసీమ వాళ్ళను కూడా కలుపుకొని వెళ్ళవలసిన పరిస్థితి వచ్చింది. 1937 లో ఈ రెండు ప్రాంత నేతలు కలిసి “శ్రీ భాగ్” ఒప్పందం చేసుకున్నారు. అప్పుడు ఆంధ్రావాళ్ళు ఆంధ్రమాతకు రూపం మార్చి, కొత్తపేరు చేర్చి “తెలుగుతల్లి” గా నామకరణం చేసారు. అంతకు ముందు ఆంధ్రా అహంకారాన్ని పెంచాలని ప్రయత్నించిన రాయప్రోలు, “తెనుగుతల్లి” పద్యాలు రాసి, తెలుగు వారిమందరమూ తెలుగుతల్లి ముద్దు బిడ్డలమే అని కొత్త పల్లవి అందుకొని ఆంద్రోధ్యమ సాధనలో తల్లిని ముందుంచాడు.

ఇలా ప్రత్యేకాంధ్ర రాష్ట్రం కోసం అప్పట్లో ఆంధ్రోద్యమం, ఈ ఆంధ్రోధ్యమాన్ని ముందుకు తీసుకెళ్ళడానికి ఆంధ్రమాత వెలిసాయి. తర్వాతి కాలంలో రాయలసీమ వాళ్ళని కూడా కలుపుకొని పోవలసిన పరిస్థితి దాపురించండంతో ఆంధ్రమాతకు మారువేషం వేసి తెలుగుతల్లిగా రూపాంతరం చెందించారు.

ఆ తర్వాత ఆంధ్రరాష్ట్రం ఏర్పడడం, తదనంతరం తెలంగాణాను కూడా కలుపుకొని ఆంధ్రప్రదేశ్ ఆవిర్భవించడం జరిగాయి. ఇలా వీళ్ళ అవసరాలు తీరిన తర్వాత చాలా రోజుల వరకు ఈ తల్లిని పట్టిచ్చుకున్న నాథుడే లేకుండా పోయాడు. మళ్లీ ఈ దోరలకు రాష్ట్రంలో కాంగ్రేస్ ను ఎదుర్కొని అధికారాన్ని చేజిక్కించుకోవడానికి తెలుగుతల్లి అవసరం వచ్చింది. నందమూరి తారకరామారావు గారు తెలుగు వాడి ఆత్మ గౌరవం పేరుమీద మళ్ళీ ఈ తల్లిని నెత్తినెత్తుకున్నాడు. అధికారంలోకి రావడానికి ఆయుధంగా వాడుకున్నాడు. ఈ తల్లి దీవెనల ఫలితంగా పదవిలోకి వచ్చిన తర్వాత కృతజ్ఞతగా ఒక రూపం ఇచ్చి, విగ్రహంగా మార్చి కూడల్లల్లో నిలబెట్టాడు.

ఈ సంఘటనలకు, వాటివెనుకున్న భావోద్వేగాలకు అప్పటి/ఇప్పటి తెలంగాణ పోరాటానికి ఎటువంటి సంబంధమం లేదు. తెలుగుతల్లి తెలంగాణ పోరాటానికి, ఈ ఉధ్యమ నిర్మాణానికి ఎన్నడూ సహకరించలేదు. ఆంధ్రా వాళ్ళకి మళ్ళే తెలంగాణ వాళ్ళకి తల్లులను ముందు పెట్టుకొని ఉద్యమం చేసే అవసరం కూడా ఎన్నడూ రాలేదు. అయితే, తెలంగాణ ప్రజలు కూడా తెలుగు మాట్లాడే ప్రజలందరిలాగే తెలుగుతల్లిని ఆరాధించారు తప్ప ఎన్నడూ కూడా దూషించలేదు.

తెలంగాణ కవులుగానీ, కళాకారులుగానీ ఎన్నడూ తెలుగుతల్లిని గానీ, భరతమాతను గానీ తూలనాడలేదు. అగౌరవంగా మాట్లాడి తమ అహంకారం ప్రదర్శించుకోలేదు. ఆంధ్రాకవి భరతమాతను చీకొట్టినా అది సంస్కారంగానే చెలామణి అయ్యింది.

గత ప్రభుత్వ హయాంలో అభివృద్ది పేరు మీద ఎక్కడ ప్రతిష్టించాలో తెలియక గల్లి గల్లి త్రిప్పినప్పుడు ఎన్నడూ నోరు మెదపని ఈ తెలుగుతల్లి ముద్దు బిడ్డలు ఇప్పుడు తమ స్వార్ద రాజకీయ ప్రయోజనాల కోసం తల్లిని రోడ్డుపైకి ఎక్కించారు. తెలుగు వాళ్ళందరమూ ఒక్కటే అని సవతి ప్రేమ చూపించి మళ్ళీ చంకనెక్కడానికి రెడీ అయితున్నరు.

The National Common Minimum Programme (NCMP) of the UPA Government in the previous term contained a paragraph on Telangana which read: “The UPA Government will consider the demand for the formation of a Telangana State at an appropriate time after due consultations and consensus.”

Major political parties in Andhra Pradesh contested the 2009 Assembly elections on manifestos that, in one manner or other, declared support for the formation of a separate State of Telangana.

On December 7, 2009 the Chief Minister of Andhra Pradesh convened a meeting of the floor leaders of the political parties in the State Legislature. All political parties, except the CPI(M), supported the proposal to adopt a resolution in the State Assembly for creation of Telangana. The CPI(M) referred to the stand taken by the party before the Committee headed by Shri Pranab Mukherjee. The MIM observed that the proper forum to express its views was the Legislative Assembly. The minutes of the meeting were received by the Central Government on December 8, 2009. After considering the minutes, the Central Government decided to initiate the process of forming the State of Telangana. On December 9, 2009, it was announced that ‘an appropriate resolution will be moved’ in the State Assembly. I would like to highlight the key words in that statement: they are ‘process’, ‘appropriate resolution’ and ‘moved’. In the background of the minutes of the all party meeting, I would like to ask, “What was wrong with that statement?”

However, following the announcement, major political parties in Andhra Pradesh witnessed deep divisions among their members, especially MPs and MLAs. It was obvious that the situation had altered. The Government tried its best to bridge the differences. Unfortunately, there was no agreement and it was felt that there was a need to hold further consultations with all political parties and groups in Andhra Pradesh. Hence, another statement was made on behalf of the Central Government on December 23, 2009 emphasizing the need for ‘wide ranging consultations’ and promising to ‘take steps to involve all concerned in the process.” I do not understand why this was described by the media as a flip-flop. There was no flip-flop on the part of the Central Government. Government was simply responding to the altered situation as a result of divisions in the political parties.

Yesterday, the Central Government decided to convene a meeting of the leaders of the eight recognized political parties in Andhra Pradesh. The meeting is scheduled to be held on Tuesday, January 5, 2010.
